Description
A -- Introduction: The Environmental Contracting Division (311th HSW/PKV), Brooks AFB, Texas, in support of the Air Force Center for Environmental Excellence (AFCEE) is preparing to release a Request for Proposal (RFP) for the Environmental Remediation and Construction (ENRAC) program. This is a major source selection for environmental remediation and construction at sites located on DoD (primarily Air Force) installations worldwide, as well as any other sites for which the AFCEE customers have responsibility. Resulting contracts will provide multiple, full-service technology capabilities to clean up various contaminants in environmental media (air, water, or soil); repair, maintain, construct, and operate environmental sites and facilities; and related activities. Formal source selection procedures will be followed as prescribed in FAR Part 15 and FAR Supplements thereto. Multiple contract awards are anticipated with a total program ceiling of $750 million. We anticipate awarding six (6) to eight (8) contracts under full and open competition, three (3) to five (5) contracts under small business set-aside procedures, and one (1) 8(a) contract under 8(a) set-aside procedures. The North American Industry Classification System (NAICS) Code for this acquisition is 56291 with an applicable size standard of no more than 500 employees. This NAICS code replaces SIC code 8744. This size standard applies for the establishment of eligibility as a small business. The contracts are contemplated to be Indefinite Delivery/Indefinite Quantity (IDIQ) with multiple contracting arrangements (i.e.: FFP, CPAF, CPFF, and FPI). For purposes of FAR 52.219-14, Limitations on Subcontracting, this effort is construed as services. Therefore small business concerns must perform at least 50% of the cost of the contract, not including the cost of material, with its own employees. Because this acquisition exceeds $10 million, there is an exclusion to the teaming affiliation rules. This exclusion allows for first-tier subcontractors' participation towards the 50% in this clause. For the small business set-asides, the required 50% of the cost of labor may be performed by the small business prime and its first-tier small business subcontractors. For the 8(a) set-aside, the required 50% of the cost of labor may be performed by the 8(a) prime and its first-tier small business subcontractors. Offerors who determine that the technical requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing within 10 days of publication of the RFP. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Mr. Stephen Plaisted ASC/SY at (937) 255-9005.
