Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F04700-01-T-0002. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20 and DFARS Change Notice (DCN) 20001025 Edition. This acquisition is unrestricted. The North American Industry Classification System Code (NAICS) is 541710. The size standard is 1000 Employees. The acquisition is for the following: Conceptual Design of Powersail High Power Propulsion System. The offeror quote shall consist of Contract Line Item Number (CLIN) 0001. Period of Performance is 01 Jan 2001 through 01 Jun 2001. The scope of this effort encompasses a detailed conceptual design study for the Powersail High Power Propulsion System, building upon prior Air Force development programs and investments such as those made under the Integrated High Payoff Rocket Propulsion Technology (IHPRPT) program. The Powersail High Power Propulsion System is a two-phased program to demonstrate high power (100 kW _ 1 MW) capability in space using a deployable, flexible solar array connected to the host spacecraft using a slack umbilical. The purpose of the study is to perform mission and design trade studies to identify potential full-power application (both near-Earth and interplanetary) for the Powersail High Power Propulsion System and the corresponding propulsion system requirements and design. A non-functional, sub-scale model of this design shall be constructed for illustrative purposes. The design study shall further identify a suitable low power (< 50 kW) demonstration flight that maximizes risk reduction for the fully operational system. The results of the study shall be submitted in a written report, accompanied by an oral summary and a sub-scale model of the conceptual design. The government expects to award multiple (5 _ 10) contracts for this effort. OBJECTIVE: The contractor(s) shall perform a detailed conceptual design study to identify both full-power Powersail applications and a low power demonstration flight and the corresponding propulsion systems. The contractor (s) shall also construct a non-functional sub-scale model of the full-power design for illustrative purposes. Quantity: 1. One (1) conceptual design study identifying full-power Powersail applications and one (1) design for low power demonstration. 2. One (1) non-functional sub-scale model for illustrative purposes. Evaluation Criteria: (1) Understanding of the basic trade space for the spacecraft and propulsion system, and how those parameters affect life cycle cost, operability, and acceptability. (2) Soundness of approach of the offeror_s technical proposal with regard to the feasibility of the proposed operational system, and the applicability and feasibility of the demonstration mission. (3) Application of the proposed effort to USAF and / or NASA mission needs as demonstrated in the offeror_s proposal. Offerors must be offering services that meet the SOW requirements. Evaluation: The government will award a Purchase Order resulting from this RFQ to the responsible responsive quoter (s) whose quotation, conforming to this RFQ, is found to have the best technical approach and whose price is determined reasonable for the effort.
