Description
This is a Pre-Solicitation notice for a full and open competition. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. The Government anticipates issuing a Solicitation on 11/20/00 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is 1/9/01, with an estimated award date of 3/1/01. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments. The Federal Motor Carrier Safety Administration (FMCSA) has a requirement for technical and analytical services in support of a wide range of hazardous material and cargo tank issues associated with highway transportation of hazardous materials in specification cargo tanks. Under this effort, the contractor will provide technical and analytical support on a task order basis for the FMCSA Hazardous Materials Program to support advances in research and technology in the area of hazardous materials safety. The scope of work involves evaluation and analysis of (1) cargo tank engineering and design,(2)risk assessment methodologies associated with Hazardous Materials (HM), and (3) general HM activities. Under this contract, the contractor will, on a task order basis, assess and analyze the adequacy of the Federal Hazardous Materials Regulations (HMR), the adequacy and safety of cargo tank designs, and other HM transportation safety issues as they apply to both interstate and intrastate commerce. Specific task orders may include conducting physical testing of cargo tanks or cargo tank components to determine compliance with the HMR, validating analysis conducted by computers, analysis of cargo tank designs and HM transportation risks, damage tolerance analysis, roll over force verification, and incident analysis. The contractor must have experience with HM and cargo tank transportation operations, as well as risk assessment and cost benefit analysis techniques including the computer modeling and quantification of HM risks. The FMCSA anticipates making one award as a result of this solicitation. The resulting contract will be an IDIQ contract for a base year plus four option years. This requirement is a new requirement; there is no incumbent contractor. The NAICS code for this solicitation is 541710, Research and Development in the Physical, Engineering, and Life Sciences.
