Description

A-E services are required to plan, design, and inspect construction of a 35,806 SF National Guard Readiness Center at Beaufort Marine Corps Air Station, Beaufort, SC. Project shall include but not limited to earthwork and site preparation, a specially designed readiness center of permanent masonry type construction, brick and concrete block units with concrete floors, and a built-up or single membrane roof. A one-story structure with mechanical and electrical equipment; interior finishes, exterior utilities. Outside supporting facilities include military and privately owned vehicle parking, fencing, sidewalks, exterior fire protection, outside lighting, access roads, detached facility sign, wash platform, fuel storage & dispensing system, and flagpole. Physical security measures will be incorporated into design including maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas, berms, heavy landscaping, and bollards to prevent access when standoff distance cannot be maintained. Cost effective energy conserving features will be incorporated into design, including energy management control systems and high efficiency motors, lighting, and HVAC systems. Beaufort Marine Corps Air Station is located approximately 4 miles north of the City of Beaufort. The A-E selection criteria, listed in order of importance, includes: (1) Professional Qualifications of the design team for satisfactory performance, (2) Specialized experience and technical competence in similar type work, (3) Capacity to accomplish the work in the required time, (4) Past performance, (5) Location and (6) Volume of work previously awarded by DOD (ensure proposal indicates volume of fees for DOD work awarded to both prime and consultants within the past 12 months). The Government intends to award once contract to one A-E firm for the services required. Standard Forms 254 and 255 are required from firms requesting consideration for selection. Ensure consultants SF 254 is included. Firms with more than one office should indicate from which office work will be performed. The Government intends to award one firm fixed price architect-engineer contract to one A-E firm for the services required. Standard Form 254, Architect-Engineer and Related Services Questionnaire, and SF 255, Architect-Engineer Related Services for Specific Project, are required from firms requesting consideration for selection. Ensure consultant SF 254(s) are included. Firms with more than one office should indicate from which office work will be performed. The Standard Industrial Classification (SIC) code for this project is 8712. Estimated construction cost will range between $5,000,000 and $10,000,000. This is not a Request For Proposals. A-E firms should send SF 254 and SF 255 to the Contracting Officer, USPFO for South Carolina, 9 National Guard Road, Columbia, South Carolina 29201-4763, NLT COB 8 December 2000. Firms responding to this announcement before the closing date, will be considered for selection, subject to any limitations with respect to evaluation criteria listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms considered to be highly qualified to perform the services will be chosen for interview.
