Description

A market survey is being conducted to determine if there are adequate SBA certified 8(a), SBA Certified HUBZone, or Small Business firms to set aside the proposed contract for SBA Certified 100% 8(a), SBA Certified HUBZone, or Small Business Set-Aside. The contract shall be for all petroleum, oil, and lubricants (POL) work at Air Force, Air Force Reserve, Air National Guard, Navy, Marine Corps, and Defense Fuel Support Point facilities within the SODIV Area of Responsibility AL, AR, CO, FL, GA, IL, IN, IA, KS, KY, LA, MI, MN, MS, MO, NC, ND, NE, OH, OK, SC, SD, TN, TX, WI, and WY. At the discretion of the government, additional requirements at other facilities outside the SODIV AOR may be included under this contract as determined by the Contracting Officer on a case-by-case basis. The anticipated value of this contract is $4,000,000. A minimum guarantee of $40,000 is payable for the base year paid only once for the life of the contract. The following qualifications are necessary for the performance of this contract: 1) Integrated project team of registered engineering professionals capable of planning and designing complex petroleum fuel facilities for all Department of Defense (DOD) components; 2) The ability to complete projects that include renovation of existing facilities and new facilities with project scope cost of $100,000 to $15,000,000; 3) Complete understanding of commercial standards (API, NACE, ASME, and SSPC); 4) Complete understanding of Military Handbook 1022A, "Petroleum Fuel Facilities", which is the criteria used for all designs; 5) Use of the cost estimating program "Success" (latest version) which is our standard system; 6) Use of SPECSINTACT, AUTOCAD 2000, and ADOBE EXCHANGE as a standard in their organization; 7) The ability to handle projects involving lead, asbestos, petroleum contamination, hazardous waste abatement and removal; 8) The ability to prepare complex environmental permits and interact with state and federal agencies in SOUTHDIV's behalf; 9) The ability to perform API 653 Tank/API 570 certified pipeline inspection services, magnetic flux leakage testing, helium bottom testing, and tank coating assessment services (SSPC-PCS); 10) The ability to adhere to client schedules, update military handbooks and standards; and 11) The ability to provide post construction award services (review of contractor's submittals, as-built drawings, system start-up, OMSI, etc.) in support of the documents produced. All interested SBA Certified 8(a), SBA Certified HUBZone, or Small Business concerns should notify this office in writing: Attn: Code 0213FM of their intention to submit a proposal on the proposed contracts as Prime no later than 21 NOVEMBER 2000. This notification/submittal must include: (1) Identification of firm as SBA Certified 8(a), SBA Certified HUBZone, and/or Small Business; (2) A brief description of petroleum projects of similar size and scope; and 3) A list of performance ratings and letters of commendation from clients in the last three years for petroleum projects of similar size and scope. For consideration, provide ONE submittal. The submittal package must be received in this office not later than 4:00 P.M. EASTERN TIME on TUESDAY, 21 NOVEMBER 2000.
