Description To start, this is a sources sought synopsis for a requirement that will be solicited for in the next 30 days. Contractors are encouraged to review the attached Draft Statement of Work (SOW) and provide questions and comments to this office no later than 17 Nov 00. Attachments titled as the following will be included in full text upon release of the solicitation in full: Attachment 1-Historical Data/Workload Estimates, Attachment 2-Maps and Charts, Attachment 3-Government Furnished Property/Services, Attachment 4- Publications and Directives, Attachment 5-TRB Maintenance Check Lists, Attachment 6-SEPTAR Maintenance Check Lists, Attachment 7-HSMST Maintenance Check Lists, Attachment 8-TRB Pre-Operational Check Lists/Discrepancy Lists, Attachment 9-TRB Post-Operational Check Lists/Discrepancy Lists, Attachment 10-Supply Requisition Form, Attachment 11-MOVREP Report, Attachment 12-SEPTAR Pre-Operational Check Lists/Discrepancy Lists, Attachment 13-SEPTAR Post-Operational Check Lists/Discrepancy Lists, Attachment 14-HSMST Pre Operational Check Lists/Discrepancy Lists, Attachment 15-HSMST Post-Operational Check Lists/Discrepancy Lists, Attachment 16-Maritime Deck Log, Attachment 17-Authorized Users List (AUL) Request Form. The Navy requirements are as follows. The contractor will be responsible to maintain and operate the Target Retrieval Boat (TRB), Seaborne Target Boats (SEPTAR), High Speed Maneuverable Surface Target Boats, and towed targets. The TRB is a US Navy registered offshore crew boat type craft with a modified _V_ type hull approximately 120 feet long and 123 gross tonnage powered by 4 main diesel engines and 2 diesel generators. The government will provide or reimburse the contractor for all parts, tools, and supplies used to maintain all boats and targets. Potential contractors shall have experience in maintaining and operating boats of similar type and size. All boats and targets will be maintained and operated from US Navy Port Facility White Beach, Okinawa, Japan. Operational areas include but are not limited to the waters surrounding Okinawa, Japan, South China Sea, Philippine Sea, and Sea of Japan. All work shall be accomplished in strict accordance with contract specifications and subject to the terms and conditions in the contract. Contractors will be responsible to provide seven (7) crewmembers in the following positions during all operations: (1) Boat Master (pilot), (2) Engineers, (1) Electrician, (3) Deck Seamen. See draft Statement of Work (SOW) for position descriptions and qualifications. The contract will be awarded with 1 basic year and 4 each option years. This requirement is expected to be released within the next 30 days. A pre-proposal conference date is expected for mid December.
