Description

The Fleet and Industrial Supply Center, Norfolk Detachment Washington DC (FISCNORVADETWASH) has a requirement in support of the HQ, Naval Media Center (NAVMEDIACEN) to conduct an OMB Circular A-76("Commercial Activities") cost comparison study for the HQ-only identified billets nominated on the 29 Apr 99 OUSN Navy Study Candidates listing. Headquartered in Anacostia Annex, NAVMEDIACEN is the Navy's primary audiovisual production and internal public affairs center. Identified core mission support billets are in: a) resource management (admin support, facilities mgmt, occupational safety & health mgmt, training); b) supply (purchase order admin, purchase card, plant property); and c) still media (production & distribution of still media products). The anticipated type of contract is Firm-Fixed-Price. The estimated performance period is a base period for one-year with four one-year options. Pursuant to the A-76 comparative process, a contract may or may not ultimately be awarded. Award will be based on best value to the government. Evaluation factors include technical approach to include subcontracting plan, past performance, and cost. This is a full-and-open procurement, with a minimum of 23% subcontracted to small business (10.5% to a small business, 5% to a small disadvantaged business, 5% to a woman-owned business, and 2.5% to a HUBZone business). The standard industrial code is 8741. The NAICS code is 56111. The small business size standard is $5M. Proof of registration in the Central Contractor Registry ("CCR") is required.
