Description
Elmendorf Air Force Base, Alaska has an 8(a) competitive requirement where Joint Venture is allowed to bid with No Geographical Restrictions for Integrated Solid Waste Management (ISWM). The Solicitation Number is F65501-00-R-007. The contractor shall provide all personnel, equipment, parts, tools, vehicles, transportation, materials, supervision, and other items and services to perform ISWM services for Elmendorf AFB in accordance with the Statement of Need consists of three (3) areas: refuse, recycling and composting. The anticipated duration of the contract is the Base year and four (4), one (1) year options not to exceed a total duration of five (5) years. The anticipated performance period for Base Year is 1 Feb 01 through 30 Sep 01. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. The contractor shall establish vehicle routes and collection schedules. Refuse, recyclable and compostable materials in all areas shall be collected from government-approved containers. The contractor shall provide transportation and delivery of recyclable material from residential areas and the base work centers to the base recycling center. The contractor shall collect and separate at curbside, load into individual compartments on the recycling collection truck. Composting operation shall be performed under the standards listed in the US Composting Council_s best management practices. The contractor_s compost operations personnel shall be trained as compost facility operators and certified by the US Composting Council. Government furnished property and services includes: recycling facility with equipment and office space for administration of contract, wash rack for servicing containers, wood and tire shredder facility, and composting facility. The government will furnish water, natural gas, sewage, electricity, heating, telephone service, police protection, and fire protection. Government provide vehicle consist of one (1) multi-compartment recycling truck, all other vehicles shall be provided by the contractor. The Contractor shall register to the Central Contractor Registration on web site: www.ccr2000.com and mandatory information for Electronic Funds Transfer Payment. The Solicitation will be available by electronic posting system web site: http://198.49.121.140/ or web site: http://eps.satx.disa.mil on or about 20 Nov 00, and the closing date is on or about 20 Dec 00. A pre-proposal conference will be held on Elmendorf AFB on 28 Nov 2000 commencing at 9:00 a.m. _ 3:00 p.m. All cost associated with attending the pre-proposal conference shall be borne by the offeror. All responsible sources may submit a bid, proposal that shall be considered by the agency. The Submission instruction of proposals on a sealed envelope on the date, time and place specified for receipt of proposals is in Block 9 on the Standard Form 33. Evaluation factor shall be base on price and past performance. Failure to include any item indicated in the solicitation may render the offer/proposal not eligible for award. This acquisition is under the SIC Code 4953 and NAICS Code 562111. Note: Joint Venture Agreements _ Joint Ventures are allowable on competitive 8(a) set-asides, however, SBA must receive the joint venture agreement prior to proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when you BOS has adequate time for a thorough review before the proposal due date.
