Description
This notice is an update to a presolicitation notice published in the Commerce Business Daily on May 18, 2000 and a market survey notice published in the Commerce Business Daily on October 28, 1999 under DAAB32-00-R-0001. The CECOM Acquisition Center, Ft. Huachuca, AZ, is conducting a cost comparison study pursuant to OMB Circular No. A-76 "Performance of Commercial Activities". The Service Provider (SP) shall provide all services, materials, supplies, program management, supervision, labor, and equipment, except those specified as Government-furnished, to perform the USANETA functions identified in the PWS. The SP shall perform tasks on a worldwide basis as a part of USANETA to plan, engineer, integrate, implement, and install new Command, Control, Communications, and Computer (C4) systems for supporting the warfighter and integrate new technological upgrades to the warfighter's existing systems on behalf of USANETA, the Department of the Army (DA), the Department of Defense (DOD), and other designated Federal customers. Any resultant contract will have a performance period that includes a 90 day phase-in and a base year with four one (1) year option periods. The contract type will be fixed price with cost reimbursable line items. Contract award will be based on full and open competition and North American Industry Classification System (NAICS) code 541330 -- Engineering Services. The former code for this acquisition was Standard Industrial Classification(SIC) code 8711-Engineering Services. A top secret facility clearance will be required with access to classified information at a level up to and including Top Secret and Sensitive Compartmented Information (SCI). An electronic "Reading Room" has been established for documents referenced in the PWS and elsewhere in the solicitation. This acquisition will be conducted on the IBOP (see URL below). Hard copies of solicitation documents will not be provided. Since an official Bidder's Mailing List will not be established, requests for being placed on the list or for a copy of documents is not necessary. The Draft Request for Proposal (DRFP), to include Sections J, L and M, has been posted to the IBOP. A Presolicitation Conference is tentatively scheduled for late November/early December, 2000. Industry comments on the DRFP and issues regarding this acquisition are encouraged.
