- Description
- Subject Solicitation is expected to be issued during November 2000, with a thirty-day response time. This solicitation is for a proposed Indefinite Delivery/Indefinite Quantity, Time-and-Materials with Fixed Price and Cost-Plus-Fixed-Fee features contract for support services for The Program Executive Office for Command, Control and Communications Systems (PEO-C3S), CECOM Research, Development, and Engineering Center (RDEC) Directorates for Command & Control Directorate (C2D) and for Space and Terrestrial Communications Directorate (S&TCD). The solicitation will be full and open competition with a minimum of two awards. At least one award will be reserved for a small business concern submitting an acceptable proposal. Once awarded the contract(s) will be available to all Government agencies for ordering purposes. The engineering support services that will be obtained through the proposed C3 TE&I contract(s) include, but are not to be limited to: Technology Research and Development; Engineering and Integration; Modeling and Simulation; Configuration Management; Test; Logistics Support; Training Support; Field Office/Remote Site and Fielding Support; Operations Support; Program Management Support; Strategic Planning and coordination with the user community for testing, evaluation, and integration of concepts and requirements into usable products for the War Fighter. The Service Contract Act will apply to appropriate categories and Department of Labor Wage Determination Rates must be complied with. A secret clearance is required for all personnel as well as the contractors' facilities. The proposed contract(s) will be for a basic one (1) year period with a maximum of four (4) one (1) year option periods. The North American Industrial Classification System (NAICS) code is 54171. Performance will be at Fort Monmouth, NJ, other government sites and at the contractors' facilities. Once issued, the solicitation will be available for viewing on the Army's Interagency Interactive Business Opportunities Page (IBOP). The IBOP toll-free help desk can be reached at 1-888-414-2677. Currently there are draft documents other than the solicitation available for viewing. Comments from industry on the draft documents will be entertained. No hard copies of the solicitation will be issued. All responsible sources may submit a proposal, which shall be considered by the agency. See numbered Notes 25 & 26.
