Description

Consulting services are needed for the purpose of on-site mock Joint Commission Accrediation for Health Care Organizations (JCAHO) pre-surveys for Department of Veterans Affairs VISN 18 medical facilities located in Albuquerque, New Mexico; Prescott, Arizona; Tucson, Arizona; Big Spring, Texas; El Paso, Texas; and Amarillo, Texas. Contracted surveyors shall be JCAHO accredited surveyors or have been accredited surveyors in calendar year 1999. The mock survey shall be comprehensive and cover assessment and analysis of all hospital programs, home health care, durable medical equipment, mental health, long-term care, ambulatory care. The survey is to also include a review of medical staff standards, environment of care programs, statement of conditions, benchmarking and control chart displays of PI data, pain management standards and include ORYX performance measurement system reviews. Pre-surveys shall focus on challenging efforts and staff training and may include facility-designated areas of focus for the surveyor(s). The surveyors will be expected to conduct the survey(s) to the strictest review of standards compliance in order to position the facilities for greater success in the 2002 JCAHO survey. The contractor shall perform pre-surveys beginning January 2001 and ending no later than April 2001 for all facilities. Pre-surveys shall be conducted between Monday and Friday and arranged at the convenience of each facility and shall include JCAHO published sample agendas. Verbal and supplemental preliminary reports for each facility shall be given at the conclusion of the final day of the pre-survey. Final reports shall be patterned after the most current JCAHO report format and submitted with the grid score within 10 calendar days of each facility's completed on-site pre-survey. Evaluation items to obtain from the contractor should include: 1. A list of clients surveyed during the past 12-month period and their JCAHO score; 2. Evidence of surveyors recent JCAHO survey experience. The cost range for this contract is estimated between $100,000 and $250,000.
