- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This notice shall constitute the only solicitation and a written solicitation will not be issued. This Request for Quotation (RFQ) requires a prospective contractor to furnish all labor, supervision, transportation, supplies and equipment necessary for the complete washing of approximately 4,773 windows in twenty-one (21) buildings at the Brecksville Unit(10000 Brecksville Road, Brecksville, Ohio) and approximately 1,478 windows at the Wade Park Unit including windows in the Parking Garage (10701 East Boulevard, Cleveland, Ohio). The Parking Garage shall consist of cleaning approximately 125 windows inside and outside, wiping and/or brushing window sills in four separate elevator/stairwell towers and two (2) parking attendant booths (approx 8 windows each in parking booth). Most windows at the Brecksville Unit have screens. Contractor is responsible for removing screens prior to cleaning and securely fastening windows after cleaning. Most windows are hinged at the top and do not have to be totally removed in order to wash. Windows shall be left completely clean and free of streaks, spots, dirt or any other foreign substances. Any glass or screens broken by the contractor shall be replaced within twenty-four (24) hours. Windows above the first floor level are equipped with safety belt hooks. Contractors shall submit along with quote, an approved safety belt or harness sling chair which will be utilized for this service. Quotes submitted without the approved safety equipment will not be considered. Hours of operation shall be 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays. After award, the contractor shall provide an anticipated daily schedule outlining which buildings will be completed for coordination purposes. The contractor shall report to Environmental Management Service daily, sign in and pick up badges. At the end of the day, contractor shall turn in badges and sign out. Windows at the Wade Park Unit do not have screens and are permanently sealed. Exterior windows above the first floor shall be cleaned using the above mentioned safety equipment. Most windows in the new surgical addition are decorative and only require cleaning on the exterior side. Where functional windows exist in the surgical addition, both sides must be cleaned. Some windows at the government (three (3) two-story houses) quarters have storm windows attached. Storm windows must be removed and cleaned along with frame windows. Contractors are encouraged to visit the sites to determine complexity of services requested. No VAMC coordination is needed for outside viewing. Period of performance for Wade Park and Brecksville Unit shall be from FY2001 (May, June, July, 2001) with three (3) cleanings anticipated for the parking garage (April, July, October 2001). FY 2002 (May, June, July 2002) with three (3) cleanings anticipated for the parking garage (April, July, October 2002) FY 2003 (May, June, July 2003) with three (3) cleanings anticipated for the parking garage (April, July, October 2003). Quotations shall list pricing for all of the above fiscal years. Contractor shall clean all windows, interior and exterior for the base year (May, June, July 2001). In Option Year One, (May, June, July, 2002) contractor shall clean between glass in Building 5 along with other windows and in Option Year Two (May, June, July 2003) contractor shall clean between glass in Building 6 along with other windows. Additionally, contractor shall submit with quote his/her previous window washing experience and experience in Government contracting. Quotes will be evaluated on (1) Previous window washing experience (2) Experience in Government Contracting (3) Price. The following provisions apply to this solicitation and may be requested in writing from the Contracting Officer listed above. Provisions are FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52-212-2, Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications; FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders. FAR 52.204-6, Data Universal Numbering System (DUNS)Number (APR 1998), FAR 52.217-8 Option to Extend Services (AUG 1989), VAAR 852.219-70, Veteran Owned Small Business, VAAR 852.270-4, Commercial Advertising. Offerors responding to this solicitation shall provide the information required in FAR 52.212-1, a completed copy of FAR 52.212-3 and the certification required in VAAR 852.219-70. This procurement is 100% small business set aside. The applicable NAICS Code is 561790. Small Business Size Standard is $5.0 million. Two Copies of quotations shall be submitted to the attention of the above mentioned Contract Specialist. No faxed copies will be accepted.
