- DESC: This is a combined synopsis/solicitation (NAF-T00085-0000) for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. The Wiesbaden Contracting Center, Germany intends to procure newspaper archiving services for use by the Central (CS&S, Washington, D.C.), European (ES&S, Darmstadt, Germany), and Pacific Stars & Stripes (PS&S, Tokyo, Japan) and affiliate offices located in various locations around Europe and Asia. The system must be compatible with the existing Unisys Hermes newsroom computer system; shall allow the storage of all published text (including headlines and captions), photos & graphics; as well as PDF files of all published regular sections and magazines. It should also be able to store all unpublished text, photos & graphics, with these elements clearly identified as unpublished. The system should have the capability of being accessed by selected Stars & Stripes users in the European and Pacific theaters through the internet, as well as by Unisys Hermes workstations at CS&S. COMPATIBILITY: The archive should allow both the exporting to and the importing from the Unisys Hermes system. The following material should be retained from the original pages and be available to users accessing the archive: 1. The system shall allow the use of fractions not generally found in the ASCII table, such as 1/3 and 2/3 for sports and the x/16, x/32, x/64 for stocks. 2. The system shall have the textual capabilities to generate characters for selected languages including correct punctuation and diacritical marks, and accurately produce them. Japanese words will be expressed using Anglo characters with commonplace English punctuation. The currency symbol for the Yen and British Pound will be required as a text character. 3. All text formatting, including use of bold and italics, shall be possible. Coding of styles shall be possible in both directions. 4. Information on the publication date, edition, page and author in the original use of text, and in the case of photos, all original IPTC field information as well as the caption as it appears in print. Items grouped in the Unisys Hermes system (headlines, captions, and photos used with the story) should be identified as related by the archives. Text highlighted in the notice mode (and thus not appearing in print) should remain in notice mode in the archives and the notice mode should carry over if the story is re-imported into the Hermes system. The importation of copy from the archive should be possible either through menus or by cut-and paste. The archive should be linked to Adobe Acrobat in a way that will allow users to open, view, and print PDF pages through the Hermes window. CORRECTIONS & UPDATES: The archives should allow the addition of corrections to a file in a way that will be obvious to anyone accessing that file at a later date, either adds a marked addition to the original story or in a clearly identifiable message at the top that cannot be excluded from the view field. The archive system should also make it possible to view versions of the story to be corrected that appear in other additions, and apply the correction to all of them, if necessary. TRAINING: Provide training to include 1. Client & Database Orientation (provide overview of system to users); 2. Super-user and Advanced Functions Course designed for Librarians and System Administrators; 3. Systems Administrator Course, including system configuration, customization, and administrative tasks for database and client software. The price proposal with details should include: 1. Installation of the Archiving system: Should have capability of being accessed by selected Stars & Stripes users in the European & Asian Theaters through the internet; as well as Librarian and Editors' workstations at CS&S. Detail of system will be included with prices. 2. Cost for training on site at CS&S, Washington , D.C. (Provide details on training sessions: length of courses, max number of attendees, and course content.) 3. Cost for 12 months of Archiving services(base year) 4. Cost for first option year of Archiving services. 5. Cost for second option year of Archiving services. 6. Cost for third option year of Archiving services. 7. Cost for fourth option year of Archiving services. Offerors are required to submit with their offers detailed technical descriptions and illustrations of the Archiving System offered in order to enable a proper technical evaluation. Offerors shall address each requirement. Solicitation is being issued as a Request for Quote (RFQ) pursuant to FAR Subpart 13.5 Test Program for Certain Commercial Items. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-07. Award will be made to the lowest price, technically acceptable offer. The successful offeror will be required to accept the purchase order in writing. Quotes are due not later than 3 Dec 00 at 1600 hrs, CET. The solicitation may be obtained by request. Required delivery time for the Archiving Services shall be not more than 60 days. Offeror shall indicate in his offer his earliest time of delivery.
