Description
The government intends to procure the following requirement as a sole source acquisition from Modern Technology Solutions Inc., (MTSI) 4725B Eisenhower Ave., Alexandria VA 22304. The justification for Other Than Full and Open Competition is 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1_only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. This procurement is being conducted under the simplified acquisition procedures threshold. The contract will be awarded by written quotation and the anticipated award date is 17 November 2000. The proposed contract action is for the Engineering Software Support for a period of 1-year beginning 01 October 2000 through 30 September 2001. The purpose of this contract is to provide Low Observable (LO) and Electronic Warfare (EW) flight test support throughout test planning, execution and analysis. Support will be managed on an on-call basis, and types of activities include the review of draft test plans, attending test planning meeting, assisting in test conduct, and improving data analysis tools. This contract will provide experienced LO/EW engineers; they are uniquely qualified at and capable of integrating the results in the following areas: (1) stealth (Very Low Observable) development, acquisition, and flight test, (2) modeling, planning, conduct, flight test and analysis of foreign systems, and (3) U.S. counterstealth system and hardware trade studies, development and flight tests against stealthy targets. LO/EW engineers will have special access clearances and experience at classified test facilities. All responsible sources shall submit information, which clearly demonstrates their ability to provide service. The contracting officer must receive this information with ten (10) days of the publication of this announcement.
