Description

NASA/GSFC plans to issue a draft request for proposal (DRFP)for operation, maintenance, and upgrade of environmental test equipment and facilities located in the GSFC Building 7/10/15/29 complex and Area 300 magnetic test site; mechanical, electrical, and optical integration of spacecraft, flight experiment components, space shuttle carriers, instruments, sub-assemblies and systems; design, manufacture, and operation of ground handling equipment and fixtures; design, manufacture, and operation of optical alignment and calibration systems; design, manufacture and installation of space flight thermal blankets; design, manufacture and installation of space flight and ground support system cable harnesses; cleanroom operation and maintenance; contamination control; maintenance and operation of certain physical plant systems such as processed water, emergency power, and conditioned cleanroom air HVAC and humidity systems; recertification of lifting and handling devices, and pressure vessel systems; facility and operations safety; and data acquisition and analysis system development and management. For planning purposes these services would be required beginning Spring 2001. We anticipate release of the DRFP on or about November 27, 2000. Potential offerors are invited to comment on all aspects of the DRFP, including the requirements, schedules, proposal instructions and evaluation plans (including any unnecessary or inefficient requirements). All comments shall be considered by NASA/GSFC. All comments and/or questions concerning the DRFP shall be submitted in writing by regular mail or e-mail to the point of contact listed, C. Greene, by the close of business on or about December 11, 2000 for consideration. We anticipate release of the final RFP on or about December 27, 2000 with proposals due approximately 45 days later. The provisions and clauses in the DRFP are those in effect through FAC 97-20, PN 97-55 and PIC 00-22. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 8711 and $20M, respectively. The DPAS rating for this procurement is DO-C9. A tentative total small business subcontracting goal of 35% has been established and consists of: 20% small disadvantaged, 5% woman-owned, 1.5% veteran-owned, 1% HUB Zone and 7.5% other small business. An ombudsman has been appointed. See NASA Specific Note "B". The DRFP, final RFP and any documents related to this procurement will be available over the Internet.
