Description
1.0 PURPOSE AND SCOPE The USCG Spectrum Management Division oversees certain aspects for the implementation of the Global Maritime Distress and Safety System (GMDSS). The purpose of this effort is to manage the national GMDSS Implementation Task Force, develop plans to resolve GMDSS implementation problems, and support development of recommendations for the International Maritime Organization (IMO) Subcommittee on Communications and Search and Rescue (COMSAR) and International Telecommunications Union (ITU) World Radio Conference (WRC). 2.0 APPLICABLE DOCUMENTS The Contractor shall use applicable Coast Guard, International Maritime Organization, International Telecommunications Union, Federal Communications Commission and other documents needed to complete work under this delivery order. These documents will be made available through the Division. 3.0 REQUIREMENTS 3.1 The Contractor shall provide program and information management support services in maintaining the Global Maritime Distress and Safety System Task Force as described below: 3.1.1 The Contractor shall support the development of a national and regional plan to resolve, reduce and better manage GMDSS implementation problems. The Plan should include provisions which will: 3.1.1.1 Reduce the number of false distress alerts, uncancelled false alerts, false identities and positions, and relays of alerts. 3.1.1.2 Develop means for continuing communications interoperability between GMDSS and non-GMDSS ships. 3.1.1.3 Prepare documentation necessary to implement IMO GMDSS recommendations where feasible. 3.1.1.4 Prepare documentation necessary to assist shipowner/operators in implementing the GMDSS. 3.1.2 The contractor shall maintain the GMDSS Task Force, including coordinating workshops and strategic planning sessions and providing administrative support, developing recommendations, reporting meeting results, and uploading Task Force information onto the USCG Navigation Center Internet computer servers, as needed. Administrative support includes making mass mailings and maintaining the database of GMDSS Task Force points of contact. 3.1.3 The Contractor shall develop recommendations for IMO Communications and Search and Rescue (COMSAR) Subcommittee meetings, as directed. 3.1.4 The contractor shall prepare initial proposals for ITU WRC03 concerning the GMDSS and shall coordinate those comments with Task Force members. 3.2 The proposed schedule is as follows:  GMDSS Task Force support Ongoing  Task Force/Group meetings agenda 14 days prior to each meeting  Task Force/Group meetings minutes 30 days after each meeting  Draft IMO COMSAR recommendations 4 mo prior to COMSAR Meeting  Draft Initial WRC03 proposal 31 Dec 01 3.3 The period of performance for this delivery order is from 1 January 2001 through 31 December 2001 4.0 QUALITY ASSURANCE The Quality Control Plan is on file with the Contracting Officer. 5.0 PREPARATION FOR DELIVERY 5.1 The Contractor shall be required to perform as discussed in Section 3.0 of this Statement of Work. 5.2 The Monthly Summary of Work Order and Labor Report as described in Part F of the basic contract shall also be required. 5.3 All drafts, background materials and final products created in the performance of this delivery order shall be returned to the Spectrum Management Division_s Technical Project Manager. 5.4 All packaging and marketing performed under the delivery order will be in accordance with the terms and conditions of this contract. 5.5 All reviews, inspections, consultations, and acceptance performed under this delivery order shall be in accordance with the terms and conditions of Section E of this contract. Determination and Finding for Crossing Fiscal Year This period of service for this task order is for 1 January 2001 to 31 December 2001. It is required to continue for three months beyond 30 September 2001, the end of the fiscal year, for the following reason: The services are in support of the Global Maritime Distress & Safety System (GMDSS), which provides safety of life communication services to ships at sea, and to which we are obligated to support under Chapter IV of the Safety of Live at Sea Convention. Routine disruption in contract continuation across the fiscal year caused by contract administration workload and appropriation accounting delays could cause disruption to GMDSS implementation and problem resolution, which could affect vessel safety. Also, the contractor must be capable of meeting deadlines mandated by international organizations whose decisions have treaty status in the US, and who take no account of disruptions in effort caused by crossing fiscal years.
