Description
The other areas highlighted have a few questions to clarify your requirements. THIS IS A SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought synopsis is in support of potential sources capable of providing telecommunication network support. The Department of the Navy (DON), Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Aircraft Division (NAWCAD), Information Management Department (IMD), Base Telephone Office, Patuxent River, MD is seeking any 8(a) firms capable of performing telephone team support services for the Naval Air Station Patuxent River community of interest. The community of interest includes NAS Pax River and Webster Field Annex. However future requirements may change to include other NAVAIR team sites. The government expects the qualified contractors either alone or with appropriate teaming partners to possess the capabilities or experience as follows. The required tasking for this requirement shall include but is not limited to the following: provide telecommunications network support in the day to day operation of the Lucent Technologies 5ESS (Lucent number 5 Electronic Switching System) digital switching system. The contractor shall provide the services and must have trained personnel in (i.e., AT&T, Lucent, or Verizon certification/documentation) and experience to perform these functions herein. The contractor shall perform simple and complex 5ESS switch translations for moves, adds, changes and deletes of ISDN and Analog lines utilizing the Macstar system and/or the Trunk Line Work Station. The contractor will be required to perform all tasks including submitting service requests for repair, moves, adds, changes, and deletes using the installed telecommunications Network Management System (MANAKON). The contractor shall provide technical support for all generic software and hardware upgrades to the switching system. The contractor shall be able to support the 5ESS switch equipped with System Signaling Seven (SS7) telecommunications trunking to the public switched network. The contractor shall be responsible for corrective maintenance on all various ISDN and Analog telephone instruments and peripherals including, batteries, power supply units, optical remote module maintenance and various key systems (i.e. Lucent Merlin, Merlin 2, Partner, Sprit and Meridian) and all associated peripherals. The contractor will also be responsible for maintaining and performing inside wiring and other tasks to complete moves, adds, changes and deletes. The contractor will coordinate all cable plant projects with other NAWCAD project leads and will provide complete outside plant support including site surveys, record keeping and documentation of the station cable system (full documentation will include Auto CAD CAM (Automated Computer Aided Design, Computer Aided Manufacture) drawings of the station cable plant. Additionally, the contractor shall provide recommendations for modification or expansion of existing facilities, conduct required reviews of telecommunications architecture, provide input for point papers with detailed information for various projects, conduct telecommunications studies to determine current and planned operational requirements, provide documentation incorporating system design and project plans that address NAWCAD requirements in conformance with Navy and industry standards, conduct market network surveys, network traffic studies, equipment audits and provide input. Contractors responding will also be required to provide Military Construction (MILCON) technical project support for voice, video and data projects, develop verification and validation and quality assurance plans for telecommunications systems and support in the certification of other contractors installing telecommunications systems at Patuxent River and community of interest sites, technical and management support for life cycle documentation, provide support for all aspects of long range planning utilizing government directed software for this task and develop criteria for interface of various systems and projects which exist within the NAWCAD community of interest. The contractor will be required to provide its own vehicle(s), tools and other equipment required to perform above-mentioned tasks. Government property will include, but not limited to, the 5ESS switch and all related equipment (i.e. various telephone instruments, MANAKON Network Management System, Octel Voice Mail System, Conference Bridge, T-Berd 2090) This sources source synopsis is not a request for proposals; it is a market research tool being utilized to determine the availability and adequacy of potential 8(a) certified sources prior to issuing a Request for Proposal (RFP). Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this sources sought request. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Ms Teri L. Firms responding must indicate the following information: Eligibility to the 8(a) program. Indicate the business size: small business or small disadvantage business, veteran owned small business or HUBZone certified. Indicate the North American Industry Classification System Code. This synopsis neither constitutes a Request for Proposal; nor does it restrict the Government to an unlimited acquisition approach.
