Description
Kaiser-Hill Company, L.L.C (Contractor), is the Integrating Management Contractor at the U.S. Department Of Energy's (DOE), Rocky Flats Environmental Technology Site, Golden, Colorado (RFETS). The Contractor is currently preparing for closure that necessitates demolition and decontamination activities. The RFETS Statement of Work (SOW), Sampling Support Services, comprises activities for Project/Program Sampling Services, Environmental Sampling Services, Sample Shipping Services, and Audit Support Services. Requirements include, but are not limited to, sample collection, sample preparation, collection of field parameters, collection of water level measurements, well development, purging of slow recharge wells, audit support, equipment acquisition, sample handling, sample transportation, and sample shipping. Samples will consist of, but will not be limited to, bioassay samples, project/program samples (from various media and areas across RFETS), and environmental samples (surface water, surface soils, sediments, and groundwater samples). A sampling project includes all pre-sampling activities, the collecting of samples for laboratory analyses, sample labeling and packaging, and transfer and/or shipment of the samples to on-Site or off-Site laboratories. The sampling personnel must comply with all Site requirements, pertinent regulatory statues, DOE Orders, and building specific regulations. In addition, technical expertise is required to audit commercial vendors. Some sampling activities will involve the characterization of material containing radiological components. The constituents that can be expected to be present in the samples consist of, but are not limited to, plutonium, americium and uranium, tritium inorganic and organic ( including PCB's). Many of the samples are in radiological controlled areas that require personnel to be trained as Radiological Workers. The subcontractor shall provide all personnel, equipment, tools, materials, supervision, management, and other items and services necessary to perform Sampling Support Services at RFETS. The subcontract services shall be provided by means of a fixed unit price, indefinite quantity, type subcontract. Solicitation will be issued only to pre-qualified offerors on or about 15 December 2000, with a tentative closing date on or 25 January 2001. The proposed performance period is a two-year base period from 02 April 2001 through 1 April 2003 with four option years. Teaming is allowed, however, subcontracting is not allowed. The award will be given to a single subcontractor for all service as a result of full and open competition. All interested prospective offerors must demonstrate current capabilities in all of the following areas. Provide a copy of all certificates demonstrating training in:  DOT Awareness (49CFR)  DOT Basic Transportation of Hazardous Materials  DOT Advanced Hazardous Waste Transportation, (Hazardous Waste Manifests)  DOT Advanced Hazardous Radioactive Transportation  DOT Advanced Radioactive Mixed Waste Transportation  DOT International Air Transport Association Dangerous Good Transportation  OSHA 40 hr.  RCRA Compliance  SCBA training  Confined entry training NOTE: Radiological Worker II and RCRA Waste Generator are two courses that will be expected before starting the subcontract. 2. Provide a 250 word corporate summary: The corporate summary shall outline work performed for DOE and the name of the DOE facility. State how your company managed the work performed using specific issues that demonstrate your company's management capabilities and experience in sampling and shipping activities. The summary must also demonstrate how your company manages personnel protective equipment and decontamination waste water. 3. Provide a copy of the following:  Corporate health and safety program Table of Contents (TOC)  Central Personnel Clearance Index (CPCI) report of all "Q" cleared personnel  Current FOCIs  Quality Assurance Plan (TOC)  Class C Water Works Operators License  Workers Compensation Experience Modification Rate (EMR) for the past three complete years  Letter from Insurance Carrier denoting EMR or reason an EMR has not yet been met  OSHA 200 Logs for the past three complete years  If applicable, a copy of OSHA citations for the past three complete years including type of citation, fines levied, and fines paid. 4.
