Description
The National Park Service (NPS) requires a survey of a vacant, federally-owned property adjacent to the boundary of War in the pacific National Historic Park, in the Territory of Guam. The property to be surveyed is known as a 200-acre portion of Lot 439, Santa Rita/Piti, and is identified by the NPS as Tract 105-04. General location maps of the property to be survey are identified in the quotation as Exhibit "B". The purpose of the survey will be to determine the exact location of the property, and to record said survey with the Territory of Guam, upon its approval by the Department of Land Management. The Quitclaim Deed by which the property was the conveyed to the U.S. Department of the Interior by the Government of Guam is identified in the quotation as Exhibit "C". Exhibit "D" is identified in the quotation as a copy of Pacific American Title Insurance Commitment No. PAT-00-6-17006, dated June 16, 2000, for the subject property. Contractor shall deliver a recorded survey map and legal description for Tract 105-04 within sixy calendar days after award of contract. The price range is between $25,000 and $100,000. The procurement will result in a firm fixed-price contract. The Standard Industrial Classification (SIC) is 6531 and the annual size standard is $1.5 million. This procurement will be awarded to the responsible offeror whose offer represents the "best value" to the Government. The best value determination will be made on the basis of (1) quality and (2) price. The Government will assess the quality of each offeror on the basis of his/her (1) Demonstrated satisfactory performance in making surveys which have been approved by the Department of Land Management, Territory of Guam; (2) Demonstrated satisfactory performance in making surveys for Federal agencies; and(3) Qualifications of personnel who will perform the survey. The Government considers an offeror's quality to significantly more important than its price. Requests for the solicitation package shall be in writing stating Request for Quotation No. Q8050010102, with complete name, address and area code and telephone and facsimile numbers. Solicitation package may be personnaly acquired from the Contracting Office or be requested by mail or fax. The facsimile number is (415) 427-1328. Telephone requests for the solicitation will not be accepted. Mail solicitation requests to the National Park Service, Pacific Great Basin Support Office, 600 Harrison Street, Suite 600, San Francisco, California 94107-1372. A limited number of solitation packages will be available November 13, 2000 at no charge and issued on a first-come-first-served basis. Only one solicitation package per company.
