Description

The U.S. Army Space and Missile Defense Command (SMDC) is in the process of issuing a competitive procurement for, "Human Resources Support Services" for the HRXXI office at The U.S. Total Army Personnel Command. Human Resource (HR) and Analysis Support to include mobilization and contingency planning, strategic concepts and analyses, manprint analysis and support, budget development and reports and financial management and controls; agency wide and installation HR support to include enterprise outsourcing and management, ID card processing and DEERs support, officer and enlisted records support and maintenance, A-76 studies and labor relations; Services required to be performed include job assistance to federal agencies; reinvention laboratory programs; career support to include in-service recruiting, transition help desk support, retention counseling, relocation center operation, relocation counseling and planning, career skills training, EEO and grievance investigations; career transition to include recruiting (military and civil service), placement services, government employee separation and retirement processing. It is planned to award an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (LOE) type contract with a period of performance of five years. Contractor will be required to possess a SECRET security clearance at time of award. This acquisition is not open to allied participation at the prime contract level.
