- Description
- Sources Sought. The U.S. Department of Commerce, NOAA intends to solicit for installation of bright light technology to enhance alertness and circadian adaption in the operations area of the National Weather Service, Weather Forecast Office located on the 4th floor of the Love Building Addition, Florida State University, Tallahassee, Florida, currently under construction. The Government intends to award on a sole-source basis to Shiftwork Systems, Inc., Cambridge, Massachusetts. Shiftwork Systems is the only known source which possesses the exclusive license to use a methodology patented by scientists at Harvard Medical School. By having the exclusive license, Shiftwork personnel are experts in the fields of circadian physiology, illumination and software engineering and possesses the unique capability to install, monitor and maintain the system. The methodology comprises a computerized mathematical model that programs and controls the application of specially designed bright light technology installed in work areas. The work to be performed will be conducted in three phases: (1) Providing and installing the circadian lighting system; (2) Assessment to assure the installation of circadian lighting will have an optimal effect on the staff at the office; and (3) Post installation support consisting of adjustments and tailoring which would be an option in the contract for a 2 year maintenance agreement. The Government knows of only one source authorized to provide and install the required lighting system. All interested concerns must submit written documentation demonstrating its qualifications to provide these services and ability to install a circadian lighting system as described herein. Interested firms should submit the following information within 15 days of publication of this announcement: (1) Company name, address, point of contact, telephone number, business size; (2) Name, telephone number and point of contact for businesses or other Government agencies to which it has previously provided the same supply/service. This information is to be submitted to Jackie Shewmaker at the address stated herein. Information may be faxed to (816) 426-7530. No response will be given to firms that do not provide all required information. This is not a request for proposals and no solicitation is available at this time. The Government reserves the right to solicit bids based on receipt of affirmative responses to this notice or award a contract to Shiftwork Systems, Inc., whichever is determined to be more advantageous to the Government without further notice.
