Description
Description: The Federal Highway Administration -- Central Federal Lands Highway Division plans to issue a solicitation for Preparation of Transit Service Plans for Rocky Mountain National Park. This announcement is open to all businesses regardless of size. A large business if selected will be required to submit a subcontracting plan. It is anticipated that a contract will be awarded in January 2001. The Scope of Work includes: Prepare a Transit Operations and Implementation Plan; a Financial and Organizational Plan; and a Marketing Plan for use in the improvement and expansion of shuttle services at Rocky Mountain National Park (ROMO). The consultant shall provide all manpower, equipment and services to perform the following tasks, complete and in conformity with the criteria, schedule and other requirements outlined as follows: 1. Data Collection and Assessment of Existing Conditions to develop a baseline of existing data relevant to the development of a Transit Service Implementation and Operations Plan and to assess existing transit related conditions with the Park and in the Estes Valley. 2. Analyze Visitation Use Locations and Conduct a Conceptual Analysis to assess and accommodate current and projected visitor use and experiences and prepare a conceptual transit system design for the three time frames; immediate, 2005 to 2010, and 2010 and beyond. 3. Prepare a Transit Operations and Implementation Plan to direct improvements and expansion of the transit system at ROMO. 4. Develop Organizational and Financial Plans that will (1) identify potential strategies for owning, operating and managing the shuttle system and (2) develop the cost of the system and identify potential funding sources. 5. Prepare a marketing plan that identifies the segment of visitor targeted by the transit system and that outlines strategies for ensuring visitor knowledge and utilization of the transit services. 6. Meetings and Coordination. 7. The Consultant will prepare a draft report that contains the Transit Operations and Implementation Plan, Financial and Organizational Plans and the Marketing Plan for review by park staff and a final incorporating all comments. Include appropriate exhibits, maps and graphics to illustrate the scenarios considered and the results of the evaluation. SELECTION CRITERIA will be based on technical proposal (70%) and cost proposal (30%). The technical proposal evaluation factors are listed in descending order of importance as follows: a) The overall technical approach to the requirements of the statement of work including considerations relative to a National Park environment; b) The specialized experience and technical competence of proposed personnel in the type of work required, namely transit system planning, financial planning and marketing; and c) Past performance on similar contracts with respect to cost control, quality of work and ability to meet project schedules. The proposer should provide references including telephone numbers from clients on all contracts of the previous 3 years, and a minimum of 3 references on similar contracts. The qualifications and past performance of the offeror, any joint venture partners and/or proposed subcontractors will be considered in the evaluation.
