- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. EMV-2001-RQ-0002, issued as a Request for Quotation (RFQ), is for the purchase of a radio frequency equipment shelter and associated equipment (identified below) to support a 6.1 meter KuBand satellite dish currently owned by FEMA. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 97-20. This procurement is set-aside for small businesses only, NAICS Code is 334220/small business size standard is 750. Only one award will result from this solicitation, via the issuance of firm-fixed-price simplified acquisition order(s). Items are req'd to be delivered, FOB Destination, to FEMA, Mt. Weather Emergency Assistance Center, Bluemont, VA 20135, which is also the place of inspection & acceptance. Gov'ts desired delivery time is 4-6 wks after receipt of order. NOTE: The individual items and associated part numbers shown below for the specified radio frequency equipment shelter system are Easy Trading Communications, Inc., Brooklyn, NY items and part numbers. The specified system represents a "previously owned" system/equipment and meets all FEMA requirements. Offerors can propose a new and/or used system. Offerors shall specify the product they are proposing, if proposing and "or equal" product, by submitting the product information specified later in this RFQ. ITEM 1. "OR EQUAL" OFFERS/DESCRIPTIVE LITERATURE: Offerors shall submit descriptive literature (ref. FAR 52.214-21) if offering an "or equal" product. The literature shall consist of catalog cuts, illustrations, and brochures which shows the characteristics of the product being offered. The Government will utilize the descriptive literature in order to determine if the offered product meets the Government's minimum requirements and to establish exactly what the offeror proposes to furnish. Failure of an offeror to submit descriptive literature for a proposed "or equal" product will result in that product being rejected from further consideration. Further, descriptive literature which fails to show that the proposed product(s) complies with the requirements stated above will result in the rejection of that product(s). BASIS FOR AWARD: The Gov't will make award to the responsible/responsive offeror whose offer will be most advantageous to the Gov't based on price alone. The provision at FAR 52.212-1 "Instructions to Offerors -- Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications -- Commercial Items" w/their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions -- Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items," with the following clauses cited in 52.212-5 being applicable to this acquisition: 52.222-26 "Equal Opportunity," 52.222-35 "Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era," 52.222-36 "Affirmative Action for Handicapped Workers," 52.222-37 "Employment Reports on Disabled Veterans and Veterans of the Vietnam Era," 52.225-3 "Buy American Act -- Supplies," and 52.232-34 "Payment by Electronic Funds Transfer-Other than Central Contractor Registration."
