Description
The Army CECOM plans a sole source award to Cubic Defense Systems, Inc., 9333 Balboa Ave., P.O. Box 85587, San Diego, CA 92186-5587. The planned award is a Cost Plus Fixed Fee type contract modification for the non-recurring engineering (NRE) to further the development of the higher capacity (1.8Mbps) SCDL. This effort will also perform analysis and prototype tests to determine if deployment of a high capacity data link would cause interference with other equipment in the same geographical area. The Period of Performance for this contract modification will be 9 months. The existing SCDL broadcasts radar data from the Joint STARS (JSTARS) aircraft (E-8) to the Common Ground Stations (CGS). The Air Force is making improvements to the radar on the E-8 to increase the quantity of data generated. The Army needs to receive this increased radar data in the CGS to provide effective moving target tracking and fixed target detection and identification. The SCDL is not capable of transmitting this increased radar data, a higher capacity data link will be needed to perform this function. The Army has identified risks that a Pseudo Noise (PN) spread or FFH type, high capacity data link could cause interference with other systems. This procurement will provide information to assess these risks. Award will be made per FAR 6.302-1 (a)(1), Only One Responsible Source". The Government does not posess documentation of the detail design of SCDL, only Cubic Defense Systems, Inc. possesses proprietary rights to five elements of the SCDL design. Further technical description of the SCDL System Improvement will be placed on the Army Business Opportunity Page (ABOP) Opportunity Page (BOP) for all interested parties.
