Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a [Request for Offer (RFO) A three circle x-ray diffractometer comprising: 300mm diameter gonimeter with ultraprecision specimen and detector circles; resolution of circles to be at least 0.18 arcseconds -- Sample Stage with tilt, 30 mm x-translation, 360 degrees rotation and z-axis movement. -- Tilt resolution to be 0.01 degrees. Stage will accomodate specimens from 0.5 to 6 inch diameter. -- All axes and stage movements and tilits to be motorized -- Enhanced Dynamic Range Detector -- Control Interface compatible with computer (see below) -- Control and Data Acquisition Interface -- Precision slit set comprising 100 um slits for incident beam and detector -- Triple Axis Stage Optics, including double dual channel symmetric/assymmetrically cut beam conditioner silicon, complete with computer-controlled adjustments for independent channel scanning. Performance should be 500,000 cps @ 12" divergence down to 100,000 cps @5" divergence with 40 kV, 50 mA Cu source radiation. -- Appropriate, state-of-the-art personal computer and monitor as recommended by the manufacturer. Computer to be fully compatible with MSFC ether net. -- Software for control of all diffractometer functions, including detector counting capability, to be included and installed. -- Software for interpreting data in terms of reciprocal lattice mapping to be included and installed. Must be capable of plotting results as three dimensional surface or contour maps in full color. -- Three (3) days of installation by qualified service engineer. -- Three (3) days of training by aqualified applications scientist. -- Quantity -- 1 Each -- . The provisions and clauses in the [RFO] are those in effect through FAC 97-20. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are [ NAICS CODE 334516 NUMBER OF EMPLOYEES 500] respectively. The offeror shall state in their offer their size status for this procurement. All qualified responsible business sources may submit an offer which shall be considered by the agency. Delivery to [MSFC] is required within [30] days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-A7 . Offers for the items(s) described above are due by [COB 4:30 P.M. on 11/20/00] to [Procurement Office Bldg. # 4201/Rm. 204A, MSFC, AL 35812] and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a offer. Offerors shall provide the information required by FAR 52.212-1. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: [52.222-26].
