Description

The Billings Area Indian Health Service (IHS) intends to award a Contract Health Service requirements type contract for the provision of Orthopedic Services for pediatric and adult referrals. The services include Specialty Clinics five times per month and Outpatient Surgical procedures at the Blackfeet Service Unit, PHS Indian Hospital, Browning, Montana; and offsite Inpatient Surgical procedures at the Contractor's facility. The Specialty Clinics shall include examinations; diagnostic recommendations; second opinions; and prescribing and/or recommending treatment and follow-up. In addition, the Contractor shall provide onsite cast revision, splint application, and other therapeutic measures or recommendations. The Outpatient Surgical procedures shall include, but are not limited to, arthroscopy-knee and shoulder; carpal tunnel release; trigger finger release; orthopedic hardware removal; and joint manipulation under anesthesia. The Inpatient Surgical procedures shall include those surgeries that cannot be performed at the Blackfeet Service Unit. In accordance with the IHS Payment Policy (Federal Register Vol. 51, No. 125, June 30, 1986, pages 23540-41 -- Tab 1, Exhibit 1), the IHS shall consider award to the offeror willing to accept reimbursement at rates no higher than the prevailing Medicare allowable rate (including deductibles and co-payments). The contract shall be awarded for a base year with four (4) renewal years.
