Notice of Contract Action: The Air Force Office of Scientific Research (AFOSR) Contracting Directorate intends to award a contract modification in an amount Not-to-Exceed (NTE) $25M against an existing competitively awarded cost reimbursement contract with American Science Engineering Education (ASEE), Contract No. F49620-99-C-0054. The NTE $25M will increase the existing FY01 requirement from NTE $20M to NTE $45M. It is anticipated that the number of fellows will increase from 90 to a maximum of 290 in FY01. The NDSEG program is designed to encourage baccalaureate recipients to enter graduate school, ultimately to gain doctorates in disciplines including, but not limited to, Aeronautical and Astronautical Engineering; Biosciences; Chemistry; Chemical Engineering; Cognitive, Neural and Behavioral Science; Electrical Engineering; Geosciences; Material Sciences; Computer Science; Mathematics; Mechanical Engineering; Naval Architecture and Ocean Engineering; Oceanography; and Physics. The contractor shall provide the necessary personnel, facilities, equipment and other resources required for the administration of the NDSEG program as set forth in the following tasks: Develop and implement outreach strategies to attract eligible, highly-qualified applicants; Distribute, receive, log, process, sort and track application materials; Coordinate evaluation and selection process; Administer payment of Fellows' stipends and academic expenses; Gather, store and maintain pertinent data; Provide regular and ad hoc reports regarding demographics, program effectiveness, and trends; and Provide smooth transition of administration of the NDSEG Fellowship program from incumbent contractor to successor contractor. The Government intends to negotiate with only one source under authority of FAR 6.302-1(a)(2)(iii) entitled "Only one responsible source and no other supplies or services will satisfy agency requirements". Authorization to do this is contained under 10 USC 2304(c)(1). This contract action represents a contract modification for which the Government considers that an award to any source other than American Science Engineering Education (ASEE) would likely result in substantial duplication of cost that is not expected to be recovered through competition or unacceptable delays in fulfilling the Government's requirements. This notice of intent is not a request for competitive proposals, but rather a notice of the Government's intent to issue a modification action to incorporate the additional funding under the existing American Science Engineering Education (ASEE) contract (Contract No. F49620-99-C-0054). Contract No. F49620-99-C-0054 will expire in Jul 2004; however, AFOSR/PK will seek full and open competition of the existing contract requirements in Jan 2002 to accommodate the continuous need for new fellowship classes.
