Description
The U.S. Environmental Protection Agency (EPA), under the Simplified Acquisition Procedures of FAR Part 13, intends to issue a competitive Request For Quotations (RFQ) for a cultural survey to identify specific issues of concern to employees relative to overall job satisfaction. The customized survey shall address diversity, quality of life, communications, and leadership. The purpose of this requirement is to obtain the services of a contractor who shall provide professional services in designing, testing, implementing, analyzing, and interpreting results of a cultural survey within the Office of the Administrator. Approximately 500 employees are assigned to the Office of the Administrator. The survey shall identify employees' perceptions, opinions, feelings and attitudes on issues related to their employment satisfaction, workforce diversity, and production. The offeror shall prepare a succinct written offer, no more than 40 pages, that demonstrates their ability to perform the effort described in the Statement of Work (provided at the EPA website) a schedule of deliverables and a firm fixed price offer. As a guideline, offers (not including resumes, SF 18 Request For Quotation, and Representations, Certifications, and Provisions) shall be fewer than forty (40) pages. Two copies of the technical proposal are required. Evaluation Criteria: An award will be made on a "best value" basis, price and other factors considered. EPA shall evaluate offers based on the following technical evaluation criteria: 1) demonstrate possession of professional qualifications in administering scientific-based surveys dealing with issues of managing and valuing diversity in the workplace; 2) demonstrate outstanding qualifications and experience in the area of workplace and workforce diversity; 3) demonstrate evidence of success in managing focus groups and completing survey diversity interviews with employees. Evaluation criteria number 1 is the most important factor and is slightly more important than evaluation criteria number 2 and 3 which are of equal importance. Experience in the Federal sector is required. The Request For Quotation and complete Statement of Work are available at the EPA website at www.epa.gov/oam/hpod. This notice is intended for competitive purposes. The outside of the package should also contain the Date and Time for Receipt of Bids/Proposals 11/28/00 2pm; the RFQ number RFQ-DC-01-00031; and the offeror's name and address.
