NOTICE INVITING BIDS Notice is hereby given that sealed bids will be received at the office of the General Manager, Moss Landing Harbor District, 7881 Sandholdt Road, Moss Landing, CA 95039, until the hour of 4:00 p.m. on December 13, 2000, at which time they will be publicly opened and read, for the following work: K-DOCK REPLACEMENT PROJECT 7532 SANDHOLDT ROAD, MOSS LANDING HARBOR MOSS LANDING, CALIFORNIA EDA AWARD NO.: 07-01-03670 ADDRESS AND MARKING OF BIDS: The envelope enclosing the Bid shall be sealed and addressed to the Moss Landing Harbor District, and shall be delivered or mailed to the General Manager at, 7881 Sandholdt Road, Moss Landing, CA 95039. The envelope shall be plainly marked in the upper left hand corner with the name and address of the Bidder and shall bear the words "Bid For K-Dock Replacement" followed by the date and hour of Bid opening. The bid security shall be enclosed in the same envelope with the Bid. BID SECURITY: A certified check, cashier's check or bid bond for not less than ten percent (10%) of the proposal shall be submitted with each bid as a guarantee that the bidder, if awarded the Contract, will fulfill the terms of the bid. The District reserves the right to refuse any or all proposals or bids. AWARD OF CONTRACT: (a) The Moss Landing Harbor District reserves the right after opening bids to reject any or all bids, consider any bid informal which is not prepared and submitted in accordance with the provisions of the bid documents, waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder and reject all other bids, as it may best serve the interest of the Moss Landing Harbor District. (b) Any bid may be withdrawn prior to the time scheduled for the opening of bids but not afterward, (c) Any bid received after the time and date specified for the bid opening shall not be considered, (d) As a condition of award, the successful bidder will be required to submit payment and performance bonds and insurance certificates. OBTAINING OR INSPECTING CONTRACT DOCUMENTS: Plans and specifications are on file and available for free inspection in the offices of the Mesiti-Miller Engineering, Inc., 224 Walnut Avenue, Santa Cruz, CA 95060 and may be obtained at a cost of $75.00, which is not refundable regardless of whether the Plans and Specifications are returned or not. A mandatory pre-bid conference will be held November 29, 2000 at 2:00 p.m., in the Board Room of the Moss Landing Harbor District, 7881 Sandholdt Road, Moss Landing, CA 95039. Bids will not be accepted from any bidder not in attendance at this meeting. WAGE RATE REQUIREMENTS: Bidders are hereby notified that federal and state prevailing wage rates and Equal Employment Opportunity requirements established by the U.S. Department of Labor will apply to all work performed on this project. Provisions of the Public Contracts Code, the Labor Code of the State of California, and the Davis-Bacon Act are applicable to the work to be performed under this contract. Prevailing wage rates established by the State Department of Industrial Relations are on file at the District Clerk's office. Recent federal wage rates can be found in Book 3 of 3. Where Federal and State wages differ, the highest wage shall be paid. CONTRACTOR'S LICENSE CLASSIFICATION: All bidders shall be licensed under the provisions of Chapter 9, Division 3, of the Business and Professions Code of the State of California to do the type of work contemplated in the project and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. REFERENCES: Each bidder shall submit with their statement, a list of three or more projects that they have constructed, showing their overall costs, dates when constructed and the names, addresses and telephone numbers of the owners of the projects and contact person.
