Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F04700-01-T-0007. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-20 and Defense Acquisition Circular 91-13. This acquisition is 100% setaside for small for small business; the NAICS code is 81149. Small business size standard is $5M. Equipment Maintenance requires the following list items and is in compliance with the Manufacture Equipment Manual. Basic Year CLIN: 0001, Preventive Maintenance Schedule to reflect Monthly maintenance in accordance with the manufacture recommendation. CLIN 0002, Emergency Services; The contractor shall respond to all emergency calls including Saturday and Sundays within twenty-four (24) hours of notification, CLIN 0003, Over and above one lot to replacement of parts. Dollar amount to be determined at award, In addition to this there will be four-oneyear options CLIN 0004 through 0007, Option Year two CLIN 8 through CLIN 11, Option year three CLIN 12 through 15, and Option year four CLIN 16 through 19. CLIN descriptions including quantities are identical to the basic year. Offers are reminded to ensure that they submit separate unit prices broken down by basic year and the four option years. This is important in as much as the option years are subject to be exercised pursuant to the option provisions. The following is the Statement of Work. A. Scope: Equipment Maintenance to include inspections, cleansing, lubrication and replacement of worn damage internal/external parts for bldg. 2200, 7209, 7210 and other designated facilities at Edwards AFB CA 93524. The contractor shall furnish all supervision, equipment, tools, labor, material, replacement parts and supplies. The equipment shall be maintained in a condition, which assures the exercise equipment ability perform the required functions at all times, and to prevent the equipment from deteriorating in value and ability. Replacement parts provided shall be equal to the original in workmanship and materials with a ninety-day warranty. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. (End of Provision) Provision 52.212-1, Instructions to Offers -- Commercial; clause 52.212-4, Contract Terms and Conditions -- Commercial Items; clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items (to include: 52.222-26, Equal Opportunity; 52.233-3 -- Protest After Award, 52.242-15 -- Stop-Work Order 252.204-7004 Required Central Contractor Registration. 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era); clause 52.232-33, Mandatory information for electronic funds transfer payment; and provision 52.212-2 Evaluation_Commercial Items, the following factor shall be used to evaluate offers: technically acceptable lowest priced offer. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with the offer. If the offer does not have a copy of this provision, contact the contract specialist to receive a copy. The following DFARs clauses apply to this acquisition: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items (including 252.225-7001 Buy American Act and Balance of Payment Program); and 252.211-7003 Brand Name or Equal 52.222-41 -- Service Contract Act of 1965, as Amended. 52.222-42 -- Statement of Equivalent Rates for Federal Hires.232-18 52 -- Availability of Funds 52.232-19 -- Availability of Funds for the Next Fiscal Year 52.217-9 -- Option to Extend the Term of the Contract.
