- Please refer to the sources sought notice Number 485227 posted on 11 August 2000 as amended by notice Number 5037D1 posted on 5 October 2000. This sources sought amendment requests potential offerors to provide capability statements relative to the work defined below. The Naval Air Station (NAS), Patuxent River, MD is seeking potential sources to develop a source list of Systems Engineering Support Service providers for the Maritime Surveillance Aircraft (MSA) Division in the areas of requirements development and analysis, systems hardware and software development, hardware and software integration and test, quality assurance, documentation and fleet training. The platforms to be supported include the Multi-mission Maritime Aircraft (MMA), the P-3C Orion Antisubmarine (ASW) and the Antisurface Warfare (ASUW) aircraft with variants for the UIII, ASUW Improvement Program (AIP), and foreign versions. Cross-platform initiatives with the SH-60R, ground and ship based systems will also be supported. The proposed work consists of, but is not limited to, the following: 1) Developing total system requirements for the sensor and tactical stations on the P-3C, its variants and follow-on aircraft, 2) Developing system architectures, technical performance trade-off analyses and specific aircrew systems design and functionality for sensor and tactical stations, 3) Coding, debugging, testing and documenting software for real time aircraft computer systems, 4) Integrating software and hardware into avionics suites, 5) Developing test plans and specifications/procedures, executing test procedures in a laboratory and aircraft environment and preparing reports based on that testing for all sensor and tactical stations. Such laboratory testing may take place in Navy contractor facilities within the U.S. as well as at Patuxent River, 6) Maintaining leading edge expertise in signal processing techniques and general purpose processing, Commercial Off the Shelf equipment marketed for signal processing and Human Computer Interface (HCI) engineering as they relate to the sensor and tactical stations, 7) Providing instructional material in Computer Based Training format and training fleet personnel regarding the functions and operational applications of new/modified software and hardware for the sensor and tactical stations 8) Performing in an Integrated Product Team environment with the Navy and its contractors, and 9) Providing operators qualified for all sensor stations and the tactical station aboard the P-3C. The North American Industry Classification System code is 54133. Only companies, including their affiliates, with an average annual receipt of $20,000,000.00 or less during the last three (3)-completed fiscal years are considered small. Interested sources should provide a letter of interest (e-mail) with a capabilities attachment. The capabilities attachment must demonstrate the ability to perform the services listed above. Please type RFP N00421-00-R-0606 as the subject of the e-mail. Page limitations (including a 12-point font minimum) are as follows: The letter of interest must contain a minimum of 5 pages, but no more than 8 pages. Also, the capabilities attachment must contain a minimum of 5 pages but no more than 8 pages. Interested sources may submit resumes/personnel information as a second attachment, which will not be counted in the aforementioned page limitations, but will be limited to 4 key personnel; the information presented for each of the key personnel is limited to 2 pages. No other attachments will be reviewed. Responses must be submitted electronically to the Contract Specialist in Microsoft Word Format or Portable Document Format (PDF) at the following address: Parronme@navair.navy.mil. Submissions must be received no later than 3:30 p.m., Eastern Time, on Tuesday, 21 November 2000. The letter of interest should include, at a minimum, the following information: 1) Name and address of the firm; 2) Size of business; 3) Ownership; 4) Year firm established; 5) Names of two principals to contact, including title and telephone number; 6) Company profile to include number of employees, annual revenue history, office locations, DUNs number, if 8(a), date of acceptance into Small Business Administration 8(a)program and anticipated graduation date; 7) Resources available such as corporate management and currently-employed personnel to be assigned to the project to include names and current job titles; 8) Management approach to staffing the total effort with qualified personnel. The staffing plan should address any new hires that would be available for assignment to this effort, possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel; 9) A description of previous experience that demonstrates your firm's ability to effectively manage or perform a contract similar in size and complexity to this requirement. Please include pertinent information for on-going contract or contracts completed within the last five years, and identify any, which were under SIC, Code 8711. Pertinent information is: a) Name of Contracting Activity; b) Contract Number; c) Contract Type (FFP, Cost, IDIQ, or combination); d) Period of Performance, Total Contract Value, and Total Dollar Value under the Contract that the firm was actually responsible for under this SIC Code; e) Summary of contract work; f) Contracting Officer name andcurrent telephone number; g) Contracting Officer's Technical Representative (name and current telephone number); h) List of major subcontractors including name, address, and telephone number of primary points of contact. If you are a small business that does not have the requisite experience to manage or perform a systems engineering services contract of the magnitude described above, please describe your approach to teaming or possible joint-venture arrangements that together demonstrate the potential to perform a contract of this size and complexity. While the Government acknowledges that many companies have the capability to perform any one or even several functions, the Government expects to contract with a firm that has the overall capability to manage this effort, including critical services. If sufficient interest is not received, the Government reserves the right to determine the appropriate procurement method, and the resulting solicitation may be issued unrestricted. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD. It is the potential offeror's responsibility to monitor the CBD for release of any synopsis. Telephone inquires will not be accepted. This synopsis is for informational and planning purposes only, and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. All information submitted is at the offeror's own expense. Respondents will not be contacted regarding their submission or information gathered as a result of this notice. Respondents will not be notified about the outcome of the Government's review of the solicited information. Failure to respond to this sources sought synopsis does not mean that a firm cannot respond to a solicitation at a later date. Earlier respondents to the CBD Notice, Submission No. 485227, must also provide the capabilities statement described above in order to be considered a potential source. The names and addresses of all interested company's will be included on a published Bidder's List associated with the formal solicitation, unless the Contract Specialist is otherwise notified electronically.
