Description
The Federal Highway Administration (FHWA) plans to negotiate a Purchase Order with Mr. Kevin Heanue to provide advisory services for the Potomac River Crossing -- Techway Feasibility Study. This study will focus on the feasibility of constructing a new bridge linking Maryland and Virginia across the Potomac River north of the American Legion Bridge. This effort will require the skillful development and application of policies and techniques that support TEA-21 planning mandates and practices. Mr. Heanue is the only known source who has a combination of highly specialized insight, extensive technical and policy experience as well as impeccable credentials with national and regional officials. Furthermore, he possesses a unique combination of public-sector executive management, technical skills, political acumen, and consulting expertise. These skills are essential to this project as the individual must have an understanding of the complex political, social economic and environmental issues and their inter-relationships related to this initiative. Additionally, Mr. Heanue has extensive experience in metropolitan transportation issues and policy and has worked intensively with international groups to advance planning methods and processes. Because Mr. Heanue possess an invaluable amount of knowledge and experience which are vital for the successful and timely completion of this initiative, he is the only known source available that can complete this study. This is a Simplified Acquisition and the anticipated award date is on or about November 22, 2000.
