Description
The USAID Bogot Colombia Mission requires technical assistance to support Colombia's efforts to consolidate the 1991 constitutional changes to ensure transparency in all phases and levels of the criminal justice system; to help the criminal justice system reduce impunity; and, to increase the capacity of the National Ombudsman's Public Defenders' office. Services will include the expansion of citizen access to the formal system of justice as well as to alternative forms of conflict resolution and community justice in order to improve the efficiency, transparency and fairness of the criminal justice system, and to increase citizen access to justice. Technical assistance will be achieved through the following cluster of activities: Development and Strengthening of the Criminal Justice System; Community and Local Justice Institutions Strengthened and Promotion of Alternative Dispute Resolution Mechanisms; and, Improved Capacity of Criminal Justice Sector to Plan and Establish Effective Policies. Although activities will take place on a national scale, it is expected that security permitting, activities will take place in the Putumayo area. The proposed requirement is estimated to be a five-year $21 million effort.
