Description

The Naval Air Warfare Center Weapons Division, Point Mugu, CA intends to competitively award an engineering services contract for software to operate and process data from a Multifunctional Information Distribution System (MIDS) Low Volume Terminal on the EA-6B aircraft and in a support laboratory. The MIDS utilizes Link-16 (TADIL J) protocol. Requirements are to develop and install data link processing software to initialize and operate the MIDS, process received Link-16 data for operator use, format EA-6B data for Link-16 transmission and transfer data and control functions to and from the aircraft's Tactical Display System. The Request for Proposal (RFP) further defines the Navy's requirement for data link processing software that includes delivery of all source code, tool sets, libraries, and documentation necessary for the Government to compile and link the source code into executable software. The software shall be written in either C++ or Ada and must run on a VxWorks 5.4 or above operating system on the MIDS host computer (a VME based PowerPC). The contractor shall demonstrate, via an Acceptance Test, proper operation of a MIDS terminal and all software functions. The contractor shall provide on-site engineering support at the EA-6B Weapons System Support Laboratory Point Mugu, CA to assist in the integration of the software onto the EA-6B MIDS host computer. No GFE is planned for performance of this contract. All responsible sources may submit a proposal that shall be considered by the agency.
