Description
Construction Manager as Constructor (CMc) Services Contract are required for the modernization and renovation of the Howard M. Metzenbaum Federal Building U.S. Courthouse in Cleveland, Ohio. The scope of the CMc services under this proposed contract includes Pre-construction Phase Services and an option for Construction Phase Services. A firm-fixed price contract is contemplated. The government will evaluate price proposals, which are to be evaluated in Stage II, according to the CMc's cost of Pre-construction Phase Services as the base contract and Construction Phase Services as a firm fixed price option. The government contemplates that the option pricing will be broken down, for evaluation purposes, into prices corresponding to: Construction Phase Construction Management Services, the unit price specifications, profit, overhead, daily delay rate, subcontractor commission, and general conditions. A firm-fixed price based upon the unit prices will be negotiated prior to exercising the Construction Phase Option. The CMc will be competitively chosen using Source Selection Procedures (FAR 15.3). For this procurement, technical factors when combined are significantly more important than cost or price. PROJECT SUMMARY: The facility, completed in 1910, is 251,314 gross square feet and contains 185,105 rentable square feet. The structure is listed on the National Register of Historic Places and is located in the heart of downtown Cleveland. Initial space alterations for the Bankruptcy Court and other small executive agencies and a possible in-fill of the light court to improve space circulation may be accomplished under this project. Additionally, this project will provide for the restoration of some of the public spaces in the building; a complete modernization of the HVAC, plumbing, fire protection and life safety systems; ADA compliance improvements; sustainable design and certification via the Leadership in Energy and Environmental Design (LEED) process; lighting, and power systems; and any other work deemed necessary to implement the concepts developed during previous renovation studies or that arise during the development of a master plan or concept design phase. All improvements shall be designed and constructed into the historic fabric of the building. Asbestos abatement and possibly lead based paint abatement will be required under this contract. The facility is currently occupied; however, the building will be vacant during construction. All services will be procured through the issuance of a contract that will include all elements of work that will be or are envisioned to be funded. Throughout the design process, the selected CMc will assist the Government and the A-E in identifying and prioritizing those elements of work that can be accomplished within the Congressionally mandated cost limitation for the project, which has yet to be established. FUNDS ARE NOT CURRENTLY AVAILABLE. This CMc contract is envisioned to be procured through a source selection process that will incorporate a base contract and options for those elements of work that can be executed within the congressionally mandated cost limitation. As part of the CMc Pre-construction Phase, the CMc shall assist the Government during the design phase in the coordination and management of design development. The CMc is required to work with the A-E and the Government in a cooperative team effort to develop a quality design, within the mandated schedule and budget. The CMc's scope of services under the pre-construction portion of this contract may include, but is not limited to: Preliminary evaluation of design concepts and design development documents, monitoring A-E progress, coordinating design reviews, reviewing designs, reviewing cost estimates, preparing independent cost estimates in different formats, tracking costs per tenant and warm lit shell breakdowns, controlling schedules, keeping records, reporting on progress, resolving problems, conducting value engineering (VE) exercises, performing administrative services, performing constructability reviews and sustainable design reviews, LEED certification documentation, and developing subcontractor and supplier interest, in addition to other related services deemed necessary to provide for a completely functional facility. The estimated construction cost of this project is in the range of $24,000,000 to $40,000,000 with a construction duration of 2.5 years. This amount does not include Pre-construction Phase services (the base contract). The option for Construction Phase Services shall include, but is not limited to, the renovation of the existing building and its systems, administration of the construction contract and all subcontracts (some of which may be assigned by the GSA), coordination of regular construction meetings, CPM scheduling, and monitoring of construction costs. DEFINITION OF CONSTRUCTION MANAGER AS CONSTRUCTOR: A Construction Manager as Constructor, or CMc, is defined as a firm engaged under direct contract to a building owner, in this case the General Services Administration (GSA), to provide continuous design reviews, sustainability reviews, independent cost estimating, scheduling and general construction services. The CMc shall be an active and responsible member of the project development team during the planning, design and construction phases along with GSA as the owner/developer and GSA's selected A-E firm. The initial Pre-Construction Phase responsibilities are crucial in order to properly develop an accurate master plan for the renovation of the entire facility that will be accomplished under this and/or other follow on projects (contingent upon congressionally mandated funding limitations). Continuity of key personnel for the duration of the project will be essential and mandatory. At the time of contract award, which is projected to coincide with the award of the A-E contract for this project, or shortly thereafter, the CMc's firm price for Pre-construction Phase Services will form the base contract and Construction Phase Services will form an option that will be negotiated upon completion of construction documents. Project development shall occur in general conformance with the process described in the American Institute of Architects Document A121/CMc (also known as AGS Document 565) and Standard Form of Agreement Between Owner and Construction Manager Where The Construction Manager Is Also The Constructor. The services requested of the CMc shall cover a wide range of design and construction activities, which are often performed by both Construction Managers (CMs) and General Contractors (GCs). In contrast to a CM that is not also a constructor, the CMc is at risk and is responsible for involvement in the project development and administration of the construction. The CMc is also responsible for construction activities as designed for the facility as described by the Government at or below the defined budget or Estimated Construction Cost (ECC). PROPOSAL SUBMISSION REQUIREMENTS: Proposals will be evaluated using a two stage, source selection process. Under Stage I, offerors must submit information regarding qualifications, past experience, past performance, personnel, and resources. Submissions shall clearly address the evaluation factors identified in the Stage I RFP. The evaluation factors stated in the RFP represent the factors that will be used in Stage I by the Source Selection Board in evaluation and determination of a competitive range of firms. A competitive range of the most highly qualified firms will then be invited to submit proposals for Stage II. Firms determined to be in the competitive range shall participate in an oral presentation at the General Services Administration Offices in Chicago, Illinois. Final selection will be made based on source selection procedures with the collective factors listed in the Stage II RFP. These technical factors are considered substantially greater in weight than cost or price. The Government reserves the right to make an award based on Stage II proposals without holding discussions. The following is a tentative schedule of milestone dates: 22 November 2000, letters of interest due by 10:00am (cst); 22 November 2000, issue Stage I RFP; 12 December 2000, Pre-proposal Conference; 28 December 2000, Stage I proposals due. Each date may be subject to change only upon the Government's discretion and notification. CONTRACT AWARD: The base contract will be awarded to the selected firm to provide Pre-construction Phase services with an option to provide Construction Phase services. SB -- SDB PARTICIPATION: This is open to both large and small business concerns in accordance with the Small Business Competitiveness Demonstration Program. Although this procurement is open to large business firms, small, small woman-owned, small minority-owned, small HUBZone, and verteran-owned small businesses are strongly encouraged to participate. The Government recognizes the talent existing in smaller firms and encourages their participation in the construction of Federal facilities. In accordance with 15 USC 631 Et. Seq., the CMc, if a large business, will be required to provide the maximum practical opportunities to small, small woman-owned, HUBZone small business, verteran-owned small firms and small business concerns owned and controlled by socially and economically disadvantaged individuals through participation as subcontractors in the performance of this contract. In Stage II of this process, each firm in the competitive range will be required to submit an acceptable subcontracting plan and individually determine the minimum acceptable subcontracting target goals for this project. An acceptable subcontracting plan must be reviewed and approved by SBA prior to award of this contract. Small businesses are not subject to this requirement. Firms seeking consideration for this contract shall demonstrate a proactive effort to achieve the highest subcontracting goals possible for small business, women-owned small business, HUBZone small business, veteran-owned small business and small disadvantaged business concerns by also providing a brief written narrative (limited to one type written page) of outreach efforts made to utilize these groups. A small business criterion for each category is based on the contractor's average annual receipts for the proceeding three fiscal years. Contact your local SBA office for further information. In order to receive the benefit of a price evaluation preference, you must be certified by the Small Business Administration as a HUBZone and veteran-owned small business concern and/or a small disadvantaged business concern. JOINT VENTURES: Joint venture or firm/consultant arrangements will be considered and evaluated in a demonstrated interdependency of the members to provide a quality CMc team effort. Teams will not be downgraded for submitted as associations or joint ventures. However, clear delineation of overall project management authority must be shown in joint venture or association submissions. HOW TO OFFER: Potential offerors having the capabilities to perform the services described herein are invited to respond by submitting a one-page letter on company letterhead stating interest in the project. These firms will be provided a copy of the Stage I Request for Proposals (RFP) package. The RFP will provide additional information regarding the submission format. Interested firms shall send a letter of interest by mail to Samantha Mehal, General Services Administration, Property Development, 5PCO, 230 S. Dearborn St., Room 3512, Mail Stop 35-6, Chicago, Illinois 60604 or by fax to 312.353.9186 NO LATER than 10:00 a.m. (CST) on 22 November 2000.
