Description
The U.S. Coast Guard intends to issue a sole source contract to Gulfstream Aerospace, Inc. to acquire a C37A Command and Control Aircraft as authorized by the FY 2001 Military Construction Appropriations Act, Chapter 6, Department of Transportation, to fulfill this requirement. The C37A will operate from Coast Guard Air Station Washington. The C37A aircraft must meet the following minimum configuration and performance requirements: a) FAA certified and compliant with 14 CFR Parts: 25 (Airworthiness); 34 (pollution); 36 (Noise Standards, Stage III requirements); and 135 (navigation, nonprecision/precision approach, and extended overwater requirements); b) takeoff with a full fuel load, and fly a no wind range of 5000 NM carrying a minimum of 12 passengers and 4 crew, plus their baggage, with adequate fuel reserves. These reserves consist of fuel required to descend, make approach and missed approach at destination airfield, climb to optimum altitude for diversion to an alternate airfield 250 NM away, descend to 10,000 feet, hold for 45 minutes, and then make a penetration/approach and landing; c) Normal cruise speed 0.80 Mach minimum, cruise ceiling after maximum gross weight takeoff equals 31,000 ft minimum after a 30-minute direct climb. Be able to operate from a 5,000-foot runway carrying a crew of 4 and a minimum of 12 passengers, and fly 3 hours at normal cruise under ISA conditions with fuel reserves. FAR landing distance shall not be greater than 5,000 ft at maximum landing weight; d) A minimum of 200 cu ft (11.8 cu ft per passenger/crew) of baggage space is required. Sufficient hang-up bag racks shall be provided for all passengers and crewmembers. The weight allowance per person is 240 lb. (190 lb. for individual body plus 50 lb. baggage); e) The aircraft shall accommodate a minimum of 12 passengers and 4 crewmembers. Space, power and modem connections shall be provided for portable computers. A working and eating surface for each passenger is required; f) Sufficient lavatories to accommodate all passengers and crewmembers shall be provided. Vacuum toilets are required over conventional chemical toilets; g) A private work area, sleeping area, or conference area capable of seating a minimum of four passengers is required. A functional work surface is required. Sleeping accommodations for two is required. Two first class sleeper seats (takeoff and landing certified) are required. A closet capable of holding full-length hanging garment bags is required. Access to nonsecure and secure voice and data communications is required; h)A two-pilot cockpit and a flight management system (FMS) are required; i) A commercial galley of sufficient size and capability to prepare at least two meals per passenger/crewmember per flight is required; j) A commercially available Flight Management System (FMS) with integrated GPS is required. The system shall be compatible with or upgradeable to the most current FAA and ICAO standards for airborne communication, navigation, and surveillance functions (CNS-ATM). If not available for initial aircraft delivery, the navigation/avionics system shall permit incorporation of Global Air Traffic Management (GATM) required equipment and capabilities when commercially available. Wiring provisions for commercially available GPS P(Y) code unit shall be provided; k) A single TACAN with X and Y channel capability is required, dual desired. Aircraft must be capable of navigating and flying non-precision approaches using TACAN; l) A standard commercial cockpit communication system capable of unrestricted worldwide flight operations is required. All crew positions in the cockpit require access to cockpit radios, including UHF/AM. The capability to operate the UHF/AM radio equipment with back-up power for up to 30 minutes is required. Dual standard commercial radios are required. The capability to access (transmit and receive) the VHF/FM frequency marine band from 156MHz to 174MHz with 25KHz channel spacing is required. An encryption (DES) capability is required. Two HF capable radios are required. All interested parties must submit information that sufficiently describes their qualifications, capabilities, and previous experience relevant to the specific requirement detailed above. General corporate capability statements are insufficient. This notice is not a solicitation. There is no formal Request For Proposals available. In the absence of responses from firms which are evaluated to have the capability to perform this requirement, the Coast Guard intends to negotiate with Gulfstream Aerospace, Inc., for the purchase of a C37A Command and Control Aircraft as described above, pursuant to FAR 6.302-1(a)(2).
