PROJECT TITLE AND LOCATION: Turbine Bypass Valve, Pine Flat Dam, California. This proposed contract is UNRESTRICTED. JOB DESCRIPTION: Requirement is described as follows: Manufacturer shall provide two energy dissipating, free discharge, regulating valves, or either the sleeve or plate type multijet design. Each valve shall be delivered to Pine Flat Dam (located approx. 30 miles east of Fresno, California). The manufacturer shall be responsible for design, fabrication, shop testing, transportation, and performance testing. One valve will be connected to a 66-inch pipe flange and the other to a 48-inch pipe flange. The valves shall be capable of producing a combined flow of at least 750-CFS of water (temperature range of 32 to 80 deg F) when subjected to a static head of 128.55 feet for the 48-inch valve and 118.25 feet for the 66-inch valve. Each valve shall also be capable of producing a minimum flow 50-CFS or less at these head conditions. Finally, the valves shall be capable of producing a combined flow of at least 900-CFS when subjected to a static head of 365.05 feet for the 48-inch valve and 354.75 feet for the 66-inch valve. The upstream static heads do not include head losses in the upstream system. The net head on the valves should be computed as the static head minus the upstream head losses. The upstream head losses can be computed as k multiplied times the pipe velocity head. For the 48 inch pipe k=0.26 and the corresponding velocity head is the velocity head in the 48 inch pipe. For the 66 inch pipe, k=1.55 and the corresponding velocity head is the velocity head in the 66 inch pipe. Both pipelines will have a minimum of 5 diameters of straight piping immediately upstream of the valves. Valves shall be capable of throttling all flows satisfactorily without cavitation at the design pressure, shall be rated for a static pressure of 175 psi, shall be equipped with ANSI flanges or with retaining flanges and flange seals if the valves are wafer type, and shall include electric (460/230 volt, 3 phase power) or hydraulic operators and all appurtenances required for local push button operation. The operators shall be sized for a minimum of 1.5 times the maximum force required to actuate the valves. The manufacturer shall provide a five (5) year guarantee that the valves will perform satisfactorily under actual operating conditions. The manufacturer shall have a minimum of ten (10) years experience in the design and construction of similar valves, which can be demonstrated to have operated successfully.
