Description

The National Telecommunications and Information Administration (NTIA) intends to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with NEMO Technologies of Irving, Texas for a TOM 2 single network measurement system. This device is a very unique test instrument. It enables the gathering of level 3 network information from live PCS and cellular phone links. This device can extract network level information from each of the four predominate wireless systems; GSM, AMPS, CDMA and TDMA. The TOM 2 specifications are as follows: 1) TOM 2 Measurement Software. 2) Nokia 6190 Handler Software. 3) One Nokia Test Mobile -- 6190 (GSM 1900). 4) Data cable between PC and mobile phone. 5) Garmin GPS Receiver. 6) 1 Com Port Socket I/O PCMCIA/Serial Port Adapter (for connecting the GPS to the PC). 7) SAM 2 Analysis Software. 8) Copy Protection Module. 9) User Manuals; NED File Converter Software. 10) One Year Software and Hardware Maintenance Agreement. 11) Additional Network Technology Licenses for IS-136, CDMA and AMPS. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
