Description
PROJECT TITLE AND LOCATION: San Francisco Rocks Removal Project Study, Oil Spill Modeling. Alcatraz Island In San Francisco Bay, California. THIS PROPOSED CONTRACT IS SET-ASIDE FOR SMALL BUSINESS. Job Description: In order to evaluate the ecological and financial impacts of an oil spill, it is the desire of the United States Army Corps of Engineers to have oil spill/impact numerical modeling work performed. Since this study is based upon risk analysis, a stochastic oil spill model is preferred. Using a Monte Carlo Simulation approach, six basic spill scenarios will be used as starting points. The six scenarios will be comprised of the various combinations of the two basic inputs; oil type (crude, bunker, and diesel) and spill size (medium and large). The range of spill sizes may be increased or decreased depending upon modeling cost. In order to define the medium and large spill, a probability distribution of oil spill size will first need to be created. This distribution should be created from relevant historical oil spill events. From this distribution the medium spill will be defined as the mean spill size, and the large spill will be defined as the 95% spill. For each scenario the model will e run numerous times (adequate to provide statistical significance), with each run using randomly varied input conditions. These inputs will include (at a minimum) tide conditions and wind data. NAICS Code: This procurement will be conducted under NAICS Code 541990. The size standard for this NAICS Code is $5,000,000.00. REQUEST FOR PROPOSAL: The acquisition method is negotiated procurement. A technical and cost proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government.
