- Under the Alternative Motor Fuels Act of 1988 (AMFA), the Clean Air Act Amendments of 1990, the Energy Policy Act of 1992 (EPAct), and a number of Executive Orders, the federal government has demonstrated its resolve to promote the use of alternative fuels and alternative fuel vehicles to clean up our environment, and to promote the goals of reaching energy independence and security. Through Titles III, IV< and V of the EPAct of 1992, the U.S. Department of Energy (DOE) is charged with developing and implementing rules in support of the above legislation to require the acquisition of alternative fuel vehicles (AFVs) by federal fleets, certain state government fleets, and private alternative fuel provider fleets. In addition, Section V of EPAct directs DOE to assess progress towards achieving the goals of EPAct, and if not, to determine if and how the goals and/or existing rules should be changed. This assessment may include additional regulations to cover private and local government fleets. The National Renewable Energy Laboratory (NREL) has been designated by DOE to assist in the implementation of various parts of AMFA and EPAct. One of these responsibilities is the management of operations of various DOE regulatory activities, such as the management of EPAct regulations affecting state fleets, private fleets, and local government fleets, and the management of Executive Orders affecting the federal government. NREL is seeking organizations that have the capability to assist with coordination of alternative fueled vehicle regulations. The basic regulatory tasks include 1) maintaining contact with covered fleets through telephone, e-mail, letters, conferences, etc.; 2) identifying regulatory issues through feedback from fleets; 3) compliance investigations; 4) preparing reports, presentations, and guidance related to alternative fueled vehicle regulations and the Energy Policy Act; 5) participation in NREL/DOE weekly team meetings; and 6) analysis of the economic and environmental impacts of proposed rules and legislation. Possible tasks for this project may include, but are not limited to, recommendations for enforcement activities for covered fleets, providing information for resolution of Freedom of Information requests, research and recommendations for new regulations based in the Energy Policy Act (1992, recommendations for guidance to fleets, data quality assurance, annual reporting, review of fuel rulemaking petitions, and regular interaction with and outreach to federal, state, local, and private fleets and EPAct stakeholders. Organizations responding to this Sources Sought request must have the following capabilities, attributes and skills: 1. The organization will demonstrate a historical involvement in, and extensive knowledge of, the alternative fuels industry. The organization will describe the alternative fuels expertise and association and/or experience with the U.S. Department of Energy's EPAct related regulatory work. This includes demonstration of appropriate personnel with these atributes and knowledge. 2. The organization will show that is has significant contacts and resources in alternative fuels and alternative fueled vehicle areas by demonstrating its involvement in conferences and events as panelists, speakers, or exhibitors, including related publications. 3. The organization will demonstrate knowledge and skill with customer service via Internet and telephone assistance. 4. The organization will demonstrate experience with the analysis of policies and legislation related to transportation issues (include list of personnel and publications). 5. The organization must demonstrate a knowledge of EPAct and the federal rulemaking process. There is no specific format for the qualifications/profile, though NREL prefers creative, concise text. This synopsis is NOT a request for proposal; any subsequent RFP will be issues to sources selected from the qualificaions and business profiles submitted in response to this announcement.
