Description

This is a notice for Architect & Engineering firms to furnish services for design and construction services for the Rehabilitation and Modification to CLEAN ROOMS, Bldg.77 at the NASA Glenn Research Center, Cleveland, Ohio. This project includes design, fabrication and installation of a NEW CUSTOM CLASS 100 CLEAN ROOM (approx. 1200 sq. ft.) and upgrading existing Class 1000 Clean Room areas (approx. 1600 sq. ft.). The clean room areas are located on the third floor of a three story (occupied) building. The Clean Rooms are research areas that support MEMS (microelectromechanical systems) technology. Experience required in design of Clean rooms for semiconductor facilities (utilizing processes such as photolithography, thin film deposition, chemical etching, and plasma etching). The disciplines required are architectural, structural, mechanical, and electrical engineering and within these disciplines specialized experience is required for CLASS 100 CLEAN ROOMS. Work shall include evaluation of existing clean room areas, field investigation, final design, construction and certifications. Prospective firms will be evaluated on the criteria listed below in the order of importance: 1) Specialized experience and technical competence and past performance in the type of work required; 2) Professional qualifications of the assigned project staff (including consultants); 3) Capacity to accomplish the work in the required time (365 calendar days or less); 4) Technical Approach (not detailed design); 5) Location of the firm in the general geographic area, provided an appropriate number of qualified firms responding therein; 6) Current rate structure including labor by discipline, G&A percentage, overhead percentage, and profit percentage. The above criteria which addresses the specialized experience, technical competence and past performance shall be limited to the immediate preceding ten years. SUBMISSION REQUIREMENTS: To be considered, firms shall submit a Standard Form 254 and Standard Form 255 and supplementary information as identified above. All responsible sources who wish to be considered shall submit a SF-254 and SF-255 to be received in this office on or before close of business thirty (30) calendar days after appearance of this announcement in the Commerce Business Daily (should the date fall on a weekend or holiday, the SF-254 and SF-255 shall be due the first workday thereafter). THIS IS NOT A REQUEST FOR PROPOSAL(RFP). Submissions shall be addressed to Erick N. Lupson, Contracting Officer (Mail Stop 500-312), NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135. This proposed procurement is being conducted in accordance with the Federal Acquisition Regulations (FAR) part 36.3 entitled "Two-Phase Design-Build Selection Procedures". Phase One shall be conducted in accordance with the A&E selection process. Not more than five firms will be selected for Phase Two. Phase Two will be based on a thirty (30) percent design submission and Best Value Selection (BVS) criteria. Best Value Criteria are: 1) Design Concepts; 2) Proposed technical Solutions; 3) Management Approach; and 4) Past Performance. The Government reserves the right to award this work in a separate contract to one or more selected A&E firms. It is contemplated that a FIRM FIXED-PRICE contract(s) will be awarded. The small business size standard and the North American Industry Classification System (NAICS) code is 541310 and $4.0 million in three year average annual receipts.
