- Description
- This solicitation may result in multiple contracts for Construction Management Support Services for Delaware, Ohio, Pennsylvania, Southern New Jersey and small parts of Indiana and Kentucky and West Virginia. The minimum amount of service is $5,000 and will be for a base term of two years, with individual work orders being issued. Work includes, but is not limited to construction observation, review of A/E designs for value engineering and cost savings, administration, preparation, negotiation of change orders and construction progress management. Each work order will be negotiated as an individual project. Work orders for any one project cannot exceed $300,000.00, and the annual limit is $500,000.00 for each 12-month contract period. The contract may be renewed for three, one-year option periods. The total amount of work ordered over the five-year period may not exceed $2,500,000.00. Responses are desired from construction management firms who can demonstrate successful construction management of new construction and repair and alteration multi-projects in the $250,000 to $5,000,000 range. Accordingly, selection will depend on the adequacy and completeness of information submitted in response to this solicitation. The Postal Service has assigned relative value to the following list of criteria. Thus the greater degree of expertise reflected by your response to each element, the greater the relative value awarded to your firm: (a) Construction Management experience, including clear demonstrated performance in managing projects to be completed on time, maximum score -- 25 points; (b) Technical personnel qualification, maximum score -- 20 points; (c) Negotiation and Cost Control expertise, maximum score -- 20 points; (d) Management Approach, maximum score -- 10 points; (e) Staffing Resources, maximum score -- 10 points; (f) Claims Resolution Expertise, maximum score -- 10 points; (g) Minority/Women-Business Involvement (Prime or Consultant), maximum score -- 15 points. Evaluation of proposals shall be a two-step process, wherein; all cost proposals shall remain unopened and safeguarded until all technical proposals have been evaluated. Where it is deemed necessary in order to complete the technical evaluation process, the evaluation committee may visit an Offeror's facility for the purpose of further determination relative to any aspect of information furnished in response to the solicitation. A minimum of one (1) week's notice will be given prior to any office visit. Only those firms whose technical proposals are determined most qualified, technically, will be identified to the Contracting Officer. The technical proposal will be evaluated by a USPS committee of no less than two (2) members. The technical proposal will be ranked numerically by each evaluator, using the factors and point values as shown above. Upon establishment of the list of firms whose technical proposal is determined most qualified, their cost proposal will be used to determine the final selection.
