Description
The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), anticipates awarding two multiple award, Indefinite Delivery, Indefinite Quantity Contracts (IDIQCs) for engineering design services for highway and/or bridge construction projects predominately associated with Federal Land Management agencies (the National Park Service, U.S. Forest Service, Fish and Wildlife Service, etc.) within specific Regions of the eastern United States. The EFLHD anticipates awarding one IDIQC for each Region, with up to five firms selected for each IDIQC. There are two Regions, identified as (1) the North Region, to include Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Delaware, Pennsylvania, Maryland, Virginia, West Virginia, the District of Columbia, Ohio, Indiana, Michigan, Kentucky, Wisconsin, Iowa, Minnesota, Illinois, and Missouri; and (2) the South Region, to include North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Tennessee, Arkansas, Louisiana, Puerto Rico, and the Virgin Islands. The work will be highway and/or bridge design services (including geotechnical, hydraulics and hydrology, survey and mapping, traffic engineering, ITS, etc.), and environmental compliance, or a combination of both. The purpose of this procurement is to select firms highly qualified to provide these engineering services. The firm shall have in-house services capability. This procurement is made under the North America Industry Classification Code 54133 and is open to all business concerns. Architect-Engineer selection procedures will be used and selection will be non-project specific through the preselection and interview stage. Firms will be awarded an IDIQC solely on data contained in the SF-254's and SF-255's and interviews of preselected firms. Once the interviews are complete, the IDIQCs will be negotiated, and Delivery Orders (DO) will occur as specific project needs are identified within a Region. When a specific project is identified by EFLHD, the firms that have been awarded an IDIQC in that Region will be ranked and the first-ranked firm sent a Request for Proposal. If additional projects are identified, the ranking process will be repeated. All firms awarded an IDIQC in that Region will be ranked for each project and an individual DO will result from each such ranking. This contract will be for an initial 3-year period with an option to extend for an additional 2 years. IDIQCs and DOs awarded will be firm-fixed price. The estimated maximum contract amount is $2,500,000. Plans and specifications must be in formats compatible with Microstation and GEOPAK software. Knowledge of the FHWA and AASHTO design policies, NEPA, CEQ, NHPA, environmental permitting, and public involvement is required. Firms are to address previous experience with Federal Land Management agencies, as well as state DOTs in the specific Regions, for similar services. Preselection and selection will be based on the following criteria with special consideration given to firms showing a sensitivity to environmental and aesthetic aspects of highway design: (1) Professional qualifications necessary for satisfactory performance; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time: (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (include any awards received within the last 5 years); (5) Location of the offices performing the work in the specific Region and knowledge of that Region; and (6) Percent of minorities and women, by general work classification, for the office shown on the SF 255. Note that criteria (1) through (5) are of equal importance, while criteria (6) is of lesser importance. No solicitation package is available. Interested firms having the capabilities for this work are invited to submit a separate SF 254 for the prime and each subcontractor or joint venture firm, and a single SF 255 for the proposed team, including subcontractors and joint venture firms, by addressing a transmittal letter to the office shown. Joint Ventures must also submit a copy of the Joint Venture Agreement. The SF 254 and SF 255 should be completed per the instructions on the forms. Part 10 of the SF 255 may be expanded, if necessary, to address the selection criteria fully. Interested firms should submit references for past performance, that include a Point of Contact, and current telephone and facsimile numbers, 2 weeks before the SF 254s and 255s are due. Past performance information shall be faxed to Dorothy Germain, A/E Procurement Engineer, at (703) 404-6217. Submittals are due on December 11, 2000, at 3:00 pm, local time, at the Federal Highway Administration address listed above, Attn: Office of the A/E Procurement Engineer, Room 375. Clearly label the submission with reference to DTFH71-01-R-00001 in a prominent location on the submission. The submittal will not be considered unless the firm specifies its Region of interest. All firms will be notified of the results of the preselection approximately 45 days after the closing date. Although this solicitation is open to all firms, the following is provided for minority, women, and disadvantaged business enterprises only: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
