Description
1. CONTRACT INFORMATION: An Indefinite Delivery Geotechnical Engineering Services Contract will be awarded for a period of one year with options for two additional years. The contract may include both civil works and military projects located primarily within Albuquerque District boundaries which include Southern Colorado, New Mexico, Arizona and Southwest Texas, however, work may be performed outside these boundaries. This Contract will be procured in accordance with Pl 92-582 (Brooks A-E Act) and FAR Part 36. Work will be negotiated and initiated by issuance of delivery orders. Delivery orders will not exceed $250,000 with the total contract not to exceed $750,000. The Contractor is guaranteed no less than $10,000 in services for the basic contract and $5,000 for each option period if exercised by the Government. This procurement is unrestricted. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. The anticipated contract award date is January 2001. In accordance with Public Law 95-707, large business firms are reminded that a subcontracting plan will be required which provides for subcontracting work to small and small disadvantaged firms to the maximum extent practicable. If any of the work is to be subcontracted, the Albuquerque District goal is for 61.4% of the subcontracted dollars to go to small business with 9.1% and 5.0% of those dollars going to small disadvantaged business and woman owned business, respectively. To be eligible for contract award, a firm or Joint Venture must be registered in the DOD Central Contractor Registration (CCR). PROJECT INFORMATION: The geotechnical engineering work may include soil and rock investigations and laboratory testing, design of earth structures, foundation design, flexible and rigid pavement design, seismic analysis of all types of structures, inspection of existing earth, concrete, and roller compacted concrete dams, geologic investigations and design, presentation of data and designs in report form, dam safety inspections and evaluations, dam safety training and construction monitoring. If laboratory testing is required, the Construction Materials Testing (CMT) Facility shall be approved by the US Army Corps of Engineers and possess a certificate of accreditation by a nationally recognized authority as described in ASTM C 1077 and D 3740. 3. SELECTION CRITERIA: See Note 24 for the general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria (a) through (e) are primary. Criteria (f) through (h) are secondary and will be used as "tie-breakers" among technically qualified firms. The selection criteria in descending order of importance are: (a) Demonstrated Specialized Experience and Technical Competence; The firm must demonstrate experience in the following types of work: (1) Studies/presentation of data in report form to include; (i) Seismic analyses and geotechnical related studies for all types of engineering structures, including embankment dams and foundations, (ii) Seepage analyses, slope stability analyses and studies, (iii) Geophysical, geologic and materials investigations and studies, (iv) Design Analyses and Memorandums, (v) Geotechnical and concrete materials completion reports, including foundation reports and embankment criteria and performance reports. (2) Design (construction drawings, engineering calculations, materials quantities, specifications, and shop drawing review) to include; (i) Design of earth structures, (ii) Foundation design for buildings and hydraulic structures, (iii) Flexible and rigid pavement design for roads, streets, parking lots, and airfields (Parking aprons, taxiways, and runways), (iv) Grout program design, (v) Tunnel design (3) Inspection to include; (i) Inspection of civil works (flood control) type projects during construction, (ii) Safety inspection and evaluation of existing earth and/or concrete dams, (iii) Inspection of drilling, sampling and grouting operations. (4) Dam Safety Training for operations and maintenance (O&M) personnel. Firms must indicate the ability to deliver final drawings in MicroStation SE and AutoCad release 14 format, and all narratives in MSWord Version 2000 compatible format. (b) Professional Qualifications; The firm must be able to provide registered engineering geologist(s) and civil (geotechnical) engineers and registered professional personnel assigned to project management. In addition, firms must be able to provide engineering technicians. (c) Past Performance; Past performance on contracts with Governmental agencies and private industry in terms of quality of work, cost control, and compliance with performance schedules; (d) Capacity; The firm must demonstrate the personnel and equipment capacity necessary to accomplish two delivery orders simultaneously. (e) Knowledge of the Locality: Firms knowledge of Southern Colorado, New Mexico, Arizona and Southwest Texas will be a consideration. (f) Location of the firm with respect to Albuquerque, New Mexico, is advantageous provided there are a sufficient number of qualified firms in the area. (g) Volume of DoD contract awards in the last 12 months as described in Note 24. (h) Extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. In-house capabilities will be weighted heavier than subcontracted work in the evaluation process. Legal joint ventures will be considered as having in-house capabilities and must be consummated prior to contract award. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one copy of SF 255 (11/92 edition) and one copy of SF 254 (11/92 edition) for the prime firm and all consultants to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business the next business day. Solicitation packages are not provided. The solicitation number is DACA47-01-R-0002. Only data furnished by the responding firm on the SF 254 and SF 255 will be considered in the selection process. Personnel qualifications of all key subconsultants are to be included in block 7 of the SF 255. Responding firms are requested to clearly identify those tasks to be performed in-house and at what office and those tasks to be subcontracted and at what office. The SF 255 should specifically address the requirements of this announcement. Responding firms are requested to summarize their Quality Management Plan and identify all relevant computer capabilities in block 10 of the SF 255. In addition, responding firms are requested to provide the total amount of DoD contract dollars awarded firm-wide (including contract modifications) for the last 12 months in block 10 of the SF 255. Firms responding as Joint Ventures must state the intent in block 5 of the SF 255. FIRMS SHALL PROVIDE REFERENCES, TO INCLUDE TELEPHONE NUMBERS FOR PROJECTS LISTED IN BLOCK 8 OF THE SF255. FIRMS SHALL LIMIT BLOCK 10 OF THE SF255 TO NO MORE THAN 10 PAGES. The POC is Linda Anderson (505) 342-3451.
