- The VA Pittsburgh Healthcare System has a requirement for professional Architect/Engineer Services for its Project #646-01-106U entitled "Renovate 1-1W for Research" at the University Drive (Oakland) Medical Center. Project design includes provision for adequate air changes in the laboratory, asbestos removal, painting, evaluation of existing condition of AHU's, associated piping and other mechanical, electrical, and associated architectural finishes. A/E is responsible to provide professional industrial hygiene services to perform asbestos abatement related tasks- survey, investigation, removal, development of drawings and specifications, required sampling and monitoring during construction period. As part of design development, A/E shall review VA's existing data provided by Preliminary Architect team. A/E shall perform field investigation survey, prepare cost estimate, options, and recommendations for construction, prepare drawings (Autocad v2000) and specifications (MS Word) for contruction, and provide construction period duties as will be defined. Design shall be in accordance with NFPA, OSHA, VA guidelines and directives, and all other codes as may be applicable, and VA master specifications shall be utilized. Design services must commence immdiately after award of contract, with final drawings and specifications for construction to be complete within 120 days, which includes VA review at the 50% and 100% levels. See numbered Note 24 for description of criteria which the Government will utilize to evaluate and select an A/E firm. The Government desires A/E with knowledge of healthcare facilities, HVAC systems generally and research laboratory space specifically, with prior successful experience designing projects of this size, nature and cost. The area of consideration for this procurement is limited to a 60 mile radius from the site of work. This procurement is issued IAW the Small Business Competitiveness Demonstration Program and is set aside for Emerging Small Business Concerns. An 'emerging small business concern' is one whose size is no greater than 50% of the numerical size standard for the NAICS code designated. The NAICS code designated for this procurement is 541310 and the small business numerical size standard is $4 million. The construction cost estimate is between $250,000 and $500,000. This is NOT a request for proposal. All interested and responsible emerging small business A/E concerns within a 60-mile radius of the Pittsburgh University Drive VA Medical Center should submit a current SF 254 and a SF 255 to the attention of Janet Leuthold, (04A1-H), at the VA Pittsburgh Healthcare System Highland Drive address above.
