- This is a combined synopsis/request for proposal for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FERC01-RED-21134 is issued as a request for proposal (RFP) and all provisions/clauses are those in effect through FAC 97-20. This solicitation is unrestricted under NAICS number 541511, which is effective 10/1/00 and replaces SIC code 7371 with a size standard of $18 million. Background: The Federal Energy Regulatory Commission (FERC) requires services to provide management, support and hosting of the hardware, database, and PeopleSoft related application software used in Financial Management and Human Resource Management. These services shall be required for FERC and the contracted Federal payroll provider, Department of Veterans Affairs-Financial Services Center, (VA-FSC) Austin, TX. Both environments are to be migrated to the Contractor site where hardware, database and application support for both business lines may be performed by a single Application Service Provider (ASP). Application support and hosting for the HR/Payroll system is currently performed by the Department of Veterans Affairs, Austin Automation Center, Austin Texas (VA-AAC). Technical services currently performed by the VA-AAC will be terminated and will become the responsibility of the selected ASP upon successful migration to the selected ASP. Telecommunication access to the ASP will be required for VA-FSC to continue to process payroll for the FERC. This is required in the current and any proposed technical model. External HR/Payroll reporting requirements will be negotiated between the selected ASP and FERC to include requirements that the VA-FSC is mandated to transmit to external reporting authorities, i.e., Treasury, OPM, Thrift Board, Third Parties. It is anticipated that HR/Payroll System will be the first application migrated to the selected ASP. Technical: Currently FERC is in production with PeopleSoft HRMS application version for the HRMS/Payroll is PeopleSoft version 7.51 and Financial Education and Government version 7.5. Period of Performance: Award will be for one year starting approximately 1/8/01, with 4 one-year renewal options, or, if proposal is in accordance with your GSA schedule, until the GSA Schedule 70 contract expires. FAR Provision 52.212-1, Instructions to Offerors-Commercial (Oct 2000), applies. Addendum to FAR 52.212-1 SUBPARAGRAPH (a) The NAICS number appears above. Addendum to FAR 52.212-1 SUBPARAGRAPH (b) Submit 5 copies and reply by e- mail the offer to FERC, ATTN: C. Price Proposal: Addendum to FAR 52.212-1 SUBPARAGRAPH (b)(6): Offerors must propose two prices (1) a price based on existing conditions and environments and (2) a price based on recommended changes to existing conditions and environments. Offerors must breakout pricing by contract year and provide a summary of all years. For each year, pricing needs to reflect (1) labor categories (2) corresponding firm-fixed-price, fully loaded labor rates (3) proposed number of hours estimated for each labor category (4) Other Direct Costs as applicable (hardware, software, subcontractor, travel, annual prices for software, software maintenance, and license (specify if it is perpetual or a term license), database support costs, etc.) Supporting details shall also be provided as appropriate (e.g., travel destinations, number of trips, computer time, discounts offered on GSA schedule pricing, special offerings in the area of pricing, GSA schedule contract). Addendum to FAR 52.212-1 SUBPARAGRAPH (c) The offeror agrees to hold the prices in its offer firm for 120 calendar days. Offerors shall submit their price proposal, signed by an official authorized to bind the offeror, at the above address no later than 2:00 PM local time, December 6, 2000. Provision 52.212-2, Evaluation-Commercial Items (Jan 1999), applies. Addendum to FAR 52.212-2 SUBPARAGRAPH (a): Past Performance (40 points maximum). For all Past Performance Information, please ensure that the company names, names of points of contact and telephone numbers are current. The Offeror will select 3 references to complete the past performance information. The Offeror will be responsible and ensure that the references submit or reply by e-mail their completed response to the above address by 2:00 PM local time, December 6, 2000. Offerors should also notify the references that FERC may be contacting them regarding the past performance information and possibly to schedule a site visit. Offerors will not be required to address past performance in the oral presentation unless the evaluators have questions resulting from interviews with offeror's references. To obtain a copy of the past performance form to be completed by the Offeror's references, request from C. Handley by email at charlotte.handley@ferc.fed.us. Offerors shall identify all the names of companies and/or government agencies in supporting previous PeopleSoft ASP projects or efforts in (i.e., scope and complexity). These contracts should include ongoing efforts as well as contracts completed during the past 3 years. This requirement also applies to any proposed subcontractor. Provide the following information for each reference: describe the task conditions, solution approach, and results attained in performance of these contracts as well as information on COR's and CO's name, telephone number and email address, contract number, state whether contract is active or complete, dollar value and contract type, contract compliance, fulfillment of requirements, time frames, business relations, ability to control costs, and customer satisfaction with the services rendered. Oral Presentations: Technical Approach and Methodology (60 points maximum/subcriteria are equal). Offerors shall submit 10 copies of the oral presentations, signed by an official authorized to bind the offeror, at the above address no later than 2:00 PM local time, December 8, 2000. It is our intent to evaluate based on initial proposals; however, if you desire to submit changes to any part of your proposal, the changes shall be provided to the above address within two business days after oral presentation. The oral presentations are expected to take place from 12/18 through 12/20. The offerors will be contacted to schedule a date and time. The offeror's presentation should discuss the following at a minimum: (1) demonstrated ability to manage and administer PeopleSoft applications both technically and functionally; (this includes how the team will be established to meet technical requirements with the proper disciplines and necessary skill levels). (2) knowledge of Federal human resources, payroll, and financial processes. To demonstrate that the employees have the required knowledge and experience, identify and provide resumes of key and technical personnel proposed and include their education and related experience. (3) and demonstrated ability to deliver quality services within prescribed time frames. Provide a detailed management and operational strategy that the Offeror will employ to ensure prompt and efficient delivery of services. The Government will evaluate past performance and higher scores will be assigned for contracts of similar size and complexity. The Government may, at its discretion, obtain and evaluate information from sources other than those provided by the contractor. The Government will evaluate technical approach and methodology as exhibited by the Offeror's (1) demonstrated ability to manage and administer database, operating system and PeopleSoft application software based on timely installation of certified software upgrades and fixes. This will include evaluation of the Offeror's ability to provide staff of the required disciplines and at the necessary skill levels. (2) The evaluation will include the Offeror's ability to identify and transmit functional changes to the software as it applies to Federal rules and regulations. The qualifications of each proposed team member will be evaluated. (3) The Offeror's management and operational strategy will be evaluated for its methodology and effectiveness. Technical and past performance, when combined, are more important when compared to price. However, award shall be made to the offeror whose proposal is determined to best meet the needs of the Government after consideration of all factors i.e., provides the "best value." "Best value", for the purpose of the contract is defined as the procurement process that results in the most advantageous acquisition decisions for the Government and is performed through an integrated assessment and trade-off analysis between technical (i.e. past performance and technical approach) and price factors. Include a completed copy of Provision at 52.212.3, Offeror Representations and Certifications-Commercial Items (Oct 2000) with offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items (May 1999), applies. Addendum to FAR 52.212-4: 1. 52.252-2 Clauses Incorporated By Reference (FEB 1998). This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Clauses are as follows: 52.217-8 and 52.217-9.
