Description
The Bureau of Indian Affairs, Northwest Regional Office, requires: 1) review and assess the validity of hydrology modeling being conducted by the Bureau of Reclamation relative to water resource management in the lower Umatilla River Basin, 2) assist in technical communication and assistance between DOI/BIA and BOR focused on the development of an effective hydrology modeling tool for use in management of Umatilla River Basin water resources, 3) provide technical assistance to DOI/BIA in the conduct of hydrology model usage to evaluate the implications of water management alternatives, 4) provide technical support to DOI/BIA in participation in the National Environmental Policy Act planning process to be carried out by the BOR on Umatilla River Basin Phase III activities and associated water management, 5) develop information and data on the relationship between Umatilla River and McKay Creek stream discharges and aquatic habitat quantity and quality (This should be done through use of the Instream Flow Incremental Methodology, with appropriate discharge water quality analysis capability, or a similar methodology acceptable to the BIA.), and 6) assist DOI/BIA in the integration of the discharge/habitat data into the basin hydrology model being developed by BOR. Items 10 through 4) will be conducted under the initial phase of the contract. Items 5) and 6) will be conducted as the second phase of the contract as funding becomes available. In order to effectively carry out the aforementioned six task areas, the contractor shall participate in meetings and telephone conference calls for the purposes of developing a working familiarity with lower Umatilla River Basin water resource issues and associated technical initiatives. It will be necessary for the contract technical experts to participate in such meetings and communication with DOI/BIA staff, CTUIR staff as well as irrigation district staff and other interested parties. Contractor participation in meetings and calls will be with the consent of the Northwest Regional Office with BIA. The Secretary of the Interior/BIA has authority pursuant to the federal trust responsibility for the protection of Indian treaty reserved rights and resources. In addition, all federal agencies (i.e., BOR) have a responsibility to carry out their program responsibilities in a manner consistent with the federal trust.
