Description
17. The Atlantic Division, Naval Facilities Engineering Command intends to obtain (if considered more economical) Facilities Maintenance and Motor Transport Services at the Marine Corps Air Station Cherry Point located in Havelock, North Carolina. The contractor shall provide all labor, supervision, tools, materials, equipment, and management required to provide maintenance, repairs and minor construction for buildings, structures, and equipment per the contract requirements. Work includes, but is not limited to performance of service calls for both housing and other than housing facilities and equipment; preventive maintenance (PM) of heating, ventilation and air conditioning (HVAC) systems, overhead power line poles, industrial ventilators and exhaust systems, equipment in steam control rooms, swimming pool pumps, industrial doors; water distribution system, sewer mains, waste water treatment plant, and cathodic protection; operation and maintenance of the central heating plant; maintenance and repair services for garrison mobile equipment; scheduled and unscheduled passenger, wrecker and cargo transport services; load test services, integrated pest management; maintenance of airfield lighting system, street and flood lights, pad and pole mounted transformers, generators, and fire alarm and sprinkler systems; refuse collection and disposal services; change of tenant maintenance and repair (housing), and other work as specified in the solicitation. This procurement is the result of a Commercial Activities (OMB Circular A-76) Study for which 372 positions have been announced. The proposed acquisition will be subject to Government in-house cost comparison to determine the economic feasibility of accomplishing services in-house or by contract in accordance with OMB Circular A-76. Any resultant contract will be a Combination Firm Fixed Price/Indefinite Quantity Type Contract for a base period of one year with two one year options to extend, total duration not to exceed thirty-six (36) months. The proposed solicitation will be unrestricted. The North American Industry Classification (NAIC) is 561210, formerly Standard Industrial Classification (SIC) code 8744. The size standard for NAIC 561210 is $20,000,000. Availability of the solicitation will be limited to the electronic medium (see FAR 5.102(a)(7)); the solicitation will be available for download free of change via the Internet at http://esol.navfac.navy.mil. All prospective offerors and plan holders should register on the website. The official plan holder's list will be maintained on and can be printed from the website. Registering offerors and plan rooms must provide a complete name, address, phone number (including area code), offeror type (prime contractor, subcontractor, supplier, plan holder, etc.), e-mail address and type of business (large, small, small disadvantaged, woman owned, etc.). Notification of any amendments to the solicitation will only be made on the website for any posted changes. It is the sole responsibility of the offeror to check the website for any amendments made to the solicitation. Specifications will be available for viewing and downloading on or about 21 December 2000 at our website (http://esol.navfac.navy.mil). The free Adobe Acrobat Reader required to view PDF files can be downloaded from the Adobe website. A Site Visit/Tour is tentatively scheduled for 20 January 2001 at the MCAS Cherry Point. Offerors are encouraged to e-mail suggestions of areas that they would like to tour during the site visit to baronnerdc@efdlant.navfac.navy.mil. An effort will be made to honor all requests but the United States Government does not guarantee that all requests can or will be accommodated. E-mail requests/suggestions regarding areas to be visited during the site visit/tour should be received no later than 5 January 2001. The requests will be reviewed and the site visit agenda will be released on or about 9 January 2001. A limit of two (2) representatives per prospective offeror will be accepted to attend. Transportation around the base during the tour will be provided. To confirm the date of the site visit, please contact Ms. Dawn Baronner at (757) 322-4139 before making final travel arrangements.
