Description
Background "17. The National Air Intelligence Center (NAIC), Directorate of Technical Assessments, Wright-Patterson AFB, OH, is contemplating a 5-year contract for highly specialized scientific and technical analysis (S&TA) based upon all-source intelligence information. Specifically, this effort will provide the necessary engineering and technical expertise support NAIC needs in developing estimates of capabilities, limitations, reliabilities, and vulnerabilities of various worldwide foreign electronic and electro-optic systems/subsystems. In addition, this effort will also enable NAIC to develop digital performance and signature models of foreign systems in support of Department of Defense modeling activities, and to integrate electronic and electro-optic systems/subsystems characteristics and performance data, technology assessments, and intelligence data to develop engineering models. The highly specialized support provided under this contract is essential to determining foreign military capabilities and designs in the areas of operational, developmental, and future foreign airborne and ground-based radar, electronic attack and electronic protection systems, navigation, identification, electro-optical and integrated avionics systems, threat avionics integration, analytical tool and digital simulation development,and electro-optic systems, and future foreign electronic systems. Potential sources must provide in their response to this announcement the following information: (1) Evidence of previous experience at performing assessments of foreign countries'electronic and electro-optic systems/subsystems or similar functions for the government; (2) Evidence of preparing detailed studies of foreign electronic systems suitable for incorporation into Defense Intelligence Reference Documents or their equivalent; (3) Evidence of the ability to analyze foreign electronic warfare systems to support Electronic Warfare Integrated Reprogramming Database file production and maintenance, as well as the ability to modify software, perform database studies, and provide general support; (4) Evidence of the ability to perform detailed modeling/digital simulation development in the areas of airborne and ground-based radar, countermeasures systems, electro-optic systems, avionics systems, directed energy, and signatures and electronic threat systems using MATLAB/Simulink and C++ code. (5) Evidence of the ability to trace algorithms back to government recognized standard sources and verify that the code matches the intended function(s) of the algorithms. When applicable, perform design work, modifications, conversions, and/or review on software previously developed or currently being developed. (6) Evidence of the ability to maintain and update the structure of new or existing databases, design new models and incorporate them into existing systems, and populate/repopulate databases, as well as the ability to design, update, and maintain software applications that interact with the databases. (7) Evidence of the ability to provide specialized engineering analysis expertise to assist NAIC in its role of analyzing foreign software-driven threat systems and provide support tasking such as computer software programming, web-site and tools development, software tools development, inter- and intra-network design and connectivity, threat system data collection, production support, and training. (8) Evidence of the ability to obtain TOP SECRET/SCI personnel and facility clearances in accordance with Industrial Security Manual (DoD 5220.22M) by contract award; (9) Evidence of the prime contractor's ability to perform more than 50% of all work levied under this contract. All responses will be evaluated against the criteria listed in this announcement. Limit responses to 10 pages or less. Sources are requested to submit their responses within 15 days after publication of this announcement. All respondents shall indicate whether they are large or small business or 8(a) in relation to SIC Code 8711 size standard $20M. The government reserves the option to set this acquisition aside for small business. Foreign participation on this contract is not authorized. This acquisition involves data that are subject to export control laws and regulations. Only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. Contact the Defense Logistics Services Center, 74 Washington Avenue N., Battle Creek, Michigan 40917-3084 (1-800-353-3572) for further information on the certification process. You must submit a copy of your approved DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
