Description

The Program Support Center on behalf of the Office of Public Health and Science, Office of International and Refugee Health intend to award a simplified acquisition on a sole source basis to Kenneth Jacques, Arlington VA 22201. The basis for the requirement is: The contractor shall develop and implement a strategic communications plan, to include pre-negotiating session media positioning, Geneva media, and post-negotiation media coverage in support of the United States participation in the Framework Convention for Tobacco Control. In addition, the contractor shall assist in message development and delivery for two regional post-negotiation public meetings in the United States for comment from interested parties. The proposed simplified acquisition is for services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. No solicitation will be issued. It is anticipated that award of this requirement shall be on or about December 6, 2000.
